New regulations on cleanup in Chisinau sets down fining rules

The new regulations concerning the cleanup and cleanness in Chisinau that were approved by the Municipal Council last week stipulate bans and punishments if these are not obeyed, in accordance with the Contravention Code. “The goal of the regulations is to ensure the implementation of Article 181 of the Contravention Code,” Vasile Efros, head of the Territorial Development and Cleanup Section of the Public Amenities Division, stated for IPN.

Under Article 181 of the Contravention Code, the persons who break the rules of ensuring cleanness in urban and rural localities in the way decided by the local public authorities are liable to a fine of 900 to 1,800 lei or 20 to 60 hours of community service. Legal entities face a fine of 3,000 to 9,000 lei.

By the regulations, the throwing and storage of any type of waster in public and private areas of the municipality, placing, writing or sticking of posters or announcements in other paces than the specially designed ones and damaging of road signs, traffic lights and street indicators are banned.

According to Vasile Efros, the regulations also define the rules for operators involved in cleanup and public areas maintaining activities and also the rules of managing waste in the city and the responsibilities for ensuring and maintaining cleanness in public places.

The fines will be imposed by the police, responsible employees of district head’s offices and the Public Amenities Division.

Vasile Efros also said that a campaign to propagate the regulations and its provisions will be carried out. “The people should know that they can be penalized if they do not obey the rules,” he stated.

In a response to IPN, the Police said that 901 reports for violating the rules of ensuring cleanness in urban and rural localities were made in the first half of 2020. The reports were sent to the Chisinau City Hall’s administrative commissions that examine the case and impose the fine.
