New reform in Mayoralty’s staff chart to leave 90 persons unemployed

Optimizing the structure of Chisinau Mayoralty and of the subdivisions of the Chisinau Municipal Council (CMC), proposed by the interim Mayor Vasile Ursu, could leave 90 employees without jobs. This is the reason why it is not welcomed by many subdivisions’ heads. They expressed their disapproval regarding the dismissal of the personnel, at a joint meeting of the Commission for budget, economy, finance and public patrimony and of the Juridical Commission for public order and activity of the local public administration, within which the interim Mayor of Chisinau presented the revision of the Mayoralty’s and CMC subdivision’s staff chart. The head of the Public Transport and Communication Ways Department, Veaceslav Tarna informed that 28 employees of the department were dismissed over the last years and another 13 could become unemployed, although the volume of work increased several times and continues to grow. Neither Svetlan Chifa, the head of the Municipal Department for the Protection of Children’s Rights does not agree with the reduction of the personnel, also justifying by the increase of the work volume. At the same time she said that changing the name of the department into the Department for the of minors’ protection and guarding is not the best option, because it imposes an archaic name and contains two synonyms – “protection and guarding” and the notion “minors” is not used in the international practice. Vasile Ursu mentioned at the meeting that optimizing the structure of the staff is needed “in order to select the persons willing to work”, but also grounding on a Governmental decision. According to Ursu, there are many persons that during 7-10 years of activity did not work, but “drank coffee”, suggesting them to resign. The quoted source argued the necessity of optimizing the subdivisions of the Mayoralty and of CMC by the fact they are computerized, fact that leads to the reduction of the work volume. The new draft staff charts stipulate changing the title of the subdivisions, according a Governmental decision, but also, as Ursu said “to get rid of some department heads that do not comply with their duties”. Creating the general Department of architecture, urbanism and land-related relationships of CMC, on the base of three existent subdivisions: the General Department of Architecture and Urbanism, the Land Department and the Department for urban regime control, and also liquidation of the Financial Management and Interior Audit Department of CMC by transmitting its functions to the General Finance Department was also proposed by the Interim Mayor. In case Chisinau Municipal Council will approve on Thursday, June 8, the new staff charts, 87 persons, inclusively 49 employees of the Mayoralty’s staff and 39 of the CMC departments are to become liable for dismissal.
