Municipality to announce a tender for implementing a modern informational system in local public institutions

Municipality intends to announce a tender for selecting an IT company for implementing an up-to-date informational system within the institutions of the local public authority. During its Thursday session, Chisinau Municipal Council (CMC) analysed the issue concerning the informational system for the management of the City Hall and CMC’s documents.
According to the interim head of the Informational technologies department, Valeriu Osadci, the analysis of the present situation in the domain of documents’ circulation show that City Hall’s subdivisions are poorly provided with computers and from those more than 100 existent computers, more than a half are more than 7 years old, being outdated “both morally and physically”. It has also been mentioned that the programmes installed in the actual informational system are not sufficiently operational, do not have modern databases. Nor the information exchange in online and web portal regimes is maintained.
Authorities considered that the implementation of an updated informational system in the City Hall would improve the evidence and the control on the document’s implementation and would be very useful for the Population Informing Centre. The municipal authorities’ intentions are also justified by the necessity of implementing the National Strategy “Electronic Moldova”.
The proposal of the municipal councillor Ilia Bagdasarov concerning an initial announcement of a contest for local IT companies, concerning the working out of a concept and an action plan for implementing the system, has been supported by CMC. Representative of “Moldova Noastra” Alliance, Oleg Cernei, mentioned that a correct step would be that of excluding from the competition those IT companies which belong to municipal councillor, given the obvious interest of Bagdasarov, who is the director of one of these companies. However, Cernei’s response remained unheard.
The opportunity of modernising the informational system within the City Hall has been estimated by the “Intexnauca” company. The head of this company, Veniamin Sandrovschi, mentioned that at the moment the total cost of the new informational system cannot be estimated. It will be known only after the participants submit their offers to the tender. At the same time, he mentioned that the project would imply expenses of millions of lei.
Interim Mayor Veaceslav Iordan said that the new system should be implemented within 45 days.
