Municipal dwelling fund managers lack workforce

The municipal dwelling fund managers are in need of personnel. At present, this sector is supplied with employees in a proportion of 30%, head of dwelling-communal Division Mihai Solcan recently stated. As he says, the 23 municipal enterprises, which control about 74.8% of the municipal dwelling fund, have only 1 thousand employees. The cause of this crisis is the general lack of workforce and skilled personnel, as a result of migration of Moldovan people abroad, as well as the low salaries in this sector. At present, there are 4684 residential blocks in Chisinau municipality. The 23 Municipal Housing Management Enterprises (MHME) have control over 3504 blocks of flats, Housing Associations (HOA) control 613 blocks, Condominium Associations (CA) – 9 blocks, Housing Equity Partnerships (HEP) - 331 blocks. There are also 234 departmental blocks. According to the same source, at present local authorities confront with a new problem caused by about 70 residential blocks built in recent years. Solcan claims that after the new blocks are put into operation, the owners refuse to join housing associations, while the blocks are not managed according to the norms established in the municipality, especially sanitation regulations. Of the total number of 4684 blocks in the municipality, at present 2842 dwelling blocks are connected to the centralised heating network and 1643 blocks are supplied with water. Of the total number of blocks controlled by MHME, 91% are supplied with hot water, those from HOA – in proportion of 51%, DBC - 27 %, and departmental houses - 23%.
