Municipal councilor proposes to create steady bureau of Chisinau Council to solve power duality

Moldova Noastra Alliance's (AMN) councilor Oleg Cernei proposes to create a permanent bureau of the Chisinau Municipal Council (CMC) to resolve the power duality problem in the local administration. The conflicts between the City Hall and the CMC mar the Council's image, he opines. He wants the bureau to be created from faction leaders and chairpersons of committees, Info-Prim Neo reports.
“The municipal councilors attend a bad-taste play when the CMC's chairman participates in meetings convened by the Prime-Minister, by the President, gets involved in Valea Morilor (lake revamp), while the general mayor and the direction heads say other things than the chairman,” Cernei told the CMC on Thursday.
“It's very ugly when the citizens participate in this bad-taste theater. Even on the City Day, the mayor, accompanied by some councilors, laid flowers to Stefan cel Mare's monument, then another group of councilors did the same. In the Cathedral, the delegation attended the liturgy, while Mr. Musuc stood in other part. The same happens with the municipal hospitals: the mayor received doctors in the Round Hall of the City Hall, while Musuc was secretly holding another sitting with the heads of hospitals. I feel very awkward with the citizens because of this theater. Many direction heads do not know whom to obey,” the councilor said.
At the same time, Oleg Cernei proposes his fellow councilors to debate the draft law on the status of the Chisinau municipality, after the Cabinet endorsed it and now the Parliament is to adopt it. Cernei says in case the Law is adopted by the Parliament, it “will legalize the duality of power between the City Hall's and the CMC's administrations.”
Yet Cernei's ideas failed to gather the number of votes needed to include them in the order of the day.
