Most of the problems faced by the users of heat connected to the centralized heating system of Chisinau municipality are within the remit of the housing stock managers that must solve them in concert with the dwellers. In a communiqué, the heat supplier SA Termocom says that it examined over 800 complaints from consumers and carried out inspections on the spot. In 74% of the examined cases, the technical glitches were within the competence of the housing stock managers, IPN reports.
SA Termocom said the complaints refer mainly to the absence of heat in apartments, debts, the halt in the heating season, and the disconnections from the system. In 7% of the cases, the problems were within the remit of the company. 11% of the complaints were groundless, while 7% concerned such issues as the high heating price, the non-correspondence of the real areas with those indicated in the bill, etc.
As many as 112 problematic buildings were identified in the 2011-2012 heating season, 109 of which situated in the city, while three in the suburbs. The managers fixed the problems in 85 cases. In 27 cases, the dwellers refused to become involved in removing the faults that prevent the heating system from working properly.
