Three employees of a quarry situated in Pascani village of Criuleni district died in the evening of November 20 following the collapse of a wall. Two persons died inside, while the third man died in the hospital. An employee of the quarry responsible for exploitation was arrested within two criminal cases started over violation of labor protection rules and of quarry exploitation rules.

The executive on November 21 agreed the draft state budget law for 2018. The document is based on an economic growth of 3%, an 8% increase in exports and a 6% rise in imports. The investment component was considerably increased. About 54 projects financed with foreign funds will be implemented next year. A sum of 4.3 billion lei will be allocated for implementing them, two times more than this year. The most important of these projects refer to road infrastructure development, competitive agriculture and provision of ambulances. The state budget revenues will total 36.6 billion lei, an increase of 8.4% compared with the rectified state budget for 2017. The state budget expenditure will total 41.3 billion lei, an increase of 9.3% compared with the rectified state budget for 2017. The state budget deficit is 4.7 billion lei.

The civil status acts produced and registered on the left side of the Nistru and in Bender could be confirmed by the competent Moldovan authorities by issuing civil status documents if the registration took place in conditions identical to those regulated by the Moldovan legal framework. A relevant bill to amend the Law on Civil Status Documents was passed by Parliament in the first reading on November 23.

The Republic of Moldova and the European Union signed the package of documents on the provision of €100 million in macro-financial assistance in Brussels on November 23. Of this sum, €40 million will be allocated in the form of grants, while €60 million as a loan. The set of documents will be remitted to Parliament for ratification. In a press release, the EU Delegation in Chisinau specified that the signing of the Memorandum of Understanding with the Republic of Moldova the same day represents the first step of a lasting process and does not ensure or announce automatically the disbursement of a tranche. The Memorandum contains 28 conditions that include measures related to: public sector governance; financial sector governance; fight against corruption and money laundering; energy sector and business sector reforms, and implementation of the Deep and Comprehensive Free Trade Agreement (DFCTA) between Moldova and the EU. The macro-financial assistance can be provided in three tranches only if the conditions are met.

“The Republic of Moldova remains firmly determined to do reforms and to implement the Moldova –European Union Association Agreement,” Prime Minister Pavel Filip stated in the plenary meeting of the fifth Eastern Partnership (EaP) Summit on November 24. The Premier said the Republic of Moldova abides by the values of democracy and the rule of law and is determined to cover all the stages of the European road. He noted that the Moldovan authorities, together with the EU, concentrate their efforts on identifying new sources of economic growth by stimulating small and medium-sized businesses and attracting investment. At multilateral and regional levels, they bank on such initiatives as the reduction in roaming charges and harmonization of digital markets, modernization of transport networks and implementation of energy interconnection projects.

A three-member family died in the own home in Criuleni town on the night of November 24. A man and a woman aged 29 and their boy aged four were found dead by relatives. Specialists of the experimental anti-fire lab formulated two versions over this case – violation of fire safety rules when installing natural gas supply systems and violation of fire safety rules when using natural gas supply installations.

The chief negotiators of Chisinau and Tiraspol to the Transnistrian conflict settlement talks on November 25 signed four protocol decisions in Bender. These refer to ensuring of good functioning of Latin-script schools, recognition of university diplomas issued in Transnistria, restoration of the mobile and fixed phone networks between the two banks of the Nistru and ensuring of unhampered access of the owners to their farmland situated beyond the Rabnita-Tiraspol road.
