Moldovans abroad may vote with expired passports

Moldovans abroad will be allowed to vote in the November presidential elections with expired passports. While this is not explicitly provided in the Electoral Code, the exception is contained in a regulation amended last year.

Central Electoral Commission chairperson Dorin Cimil clarified that voting abroad is also possible with a valid ID card (buletin de indentitate) or a seaman’s license, in addition to passports, both valid and expired.

On September 16, CEC finished the preliminary registration of voters who plan to cast their ballots in polling stations located abroad and in the Transnistrian region. Compared to the 2018 preliminary registration, the number almost doubled to over 30,000. Most requests for preliminary registration have been submitted from Italy – 12,067, the UK – 9,478, Germany – 6,423 and Russia – 6,202.

Based on a proposal by the Ministry of Foreign Affairs and European Integration, CEC plans to open 202 polling stations abroad.
