The Central Election Commission approved the model and text of the ballot paper for the national constitutional referendum of October 20. It will be purple and the question will be: “Are you for amending the Constitution to enshrine the accession of the Republic of Moldova to the European Union in it?”. On the right, there are two options – “Yes” and “No”, IPN reports.
The Commission’s chairwoman Angelica Caraman described the ballot paper. “The following text will be printed: “The draft law to amend the Constitution of the Republic of Moldova will have the following content: “We, the people of the Republic of Moldova, directly exercising our national sovereignty and the right to participate in the administration of public affairs, pursuant to Articles 2, 39 and 75 of the Constitution of the Republic of Moldova, adopt this constitutional law. Art. I. – the Constitution of the Republic of Moldova (republished in the Official Gazette of the Republic of Moldova, 2016, No.78, Art. 140), with subsequent amendments, is modified as follows:
1. The preamble is completed with two new paragraphs with the following content: “RECONFIRMING the European identity of the people of the Republic of Moldova and the irreversibility of the European path of the Republic of Moldova, DECLARING the integration into the European Union a strategic objective of the Republic of Moldova,”
The Constitution is completed with Title V1 with the following content: “Title V1 INTEGRATION INTO THE EUROPEAN UNION, Article 1401 Accession to the founding treaties and to the acts of revision of the treaties (1) The accession of the Republic of Moldova to the constituent Treaties of the European Union, as well as to the acts of revision of the constituent Treaties of the European Union, shall be established by the Parliament by means of an organic law. (2) As a result of accession, the provisions of the constituent Treaties of the European Union, as well as the other binding legal acts of the European Union, shall take precedence over the contrary provisions of the national laws, in compliance with the provisions of the Act of Accession”. Art. II. – This law enters into force on the date of publication in the Official Gazette of the Republic of Moldova of the Constitutional Court’s decision on the confirmation of the results of the national referendum,” said Angelica Caraman.
The length of the ballot will be 330 millimeters, and the width will be 160 millimeters. The ballot paper will be printed on opaque, matte purple paper. It will be printed in Romanian and, at the request of the electoral body in each constituency, can be translated into the languages of ethnic minorities.
