MeritoGovernment: Who deserves to enter future Cabinet

The work of the current Prime Minister Iurie Leanca is approved of by the respondents of the poll. Iurie Leanca is also among the candidates fielded for this post in the future Cabinet. However, most of the respondents consider that Ion Sturza did good work in this post as he asserted himself by the initiated reforms and his pro-European aspirations and fielded him also for the future executive. ADEPT suggested current Minister of Education Maia Sandu as a candidate for premiership. Politicon proposed former Prime Minister Vlad Filat. Other respondents also noted the pro-European dedication of the ex-Premier. The Club 50/50 suggested Stela Mocanu, who heads the e-Government Center. IMAS believes that economist Valeriu Prohnitski would cope with the post of a technocrat Prime Minister.

The performance of the current minister is considered average as he didn’t have much time to show his abilities and had to cope with the bans imposed by Russia. A part of the respondents appreciated the work done in this post by Alexandru Muravschi, minister in March-November 1999 in the Government headed by Ion Sturza. The Club 50/50 considers this post was held appropriately by Valeriu Cosarciuc, minister between December 21, 1999 and April 2001. IMAS believes Valeriu Lazar also did well in this post. The IPP proposed Adrian Lupusor, executive director of the independent think tank “Expert-Grup” and Valeriu Prohnitski, the Premier’s current senior state adviser on economy, for the future Government. Politicon suggests politician and former MP Vasile Nedelciuc, who now manages a renowned company in Moldova. The CNP fielded Victor Parlicov, former director of the National Agency for Energy Regulation. The Partnership for Development Center considers that current Minister of the Interior Dorin Recean can inspire confidence in the foreign investors and can make a valuable contribution to restructuring the state-run companies, especially those working in the energy sector. The Club 50/50 proposed current minister Andrian Candu. IDIS Viitorul considers the best candidate is businesswoman Alexandra Can, who is a member of the National Liberal Party. IMAS nominates former minister of finance Veaceslav Negruta.

The performance of current minister Anatol Arapu is assessed by most of the respondents as below average. Former minister of finance Veaceslav Negruta is yet regarded as the best in this post and is proposed for several posts in the future Cabinet. The IPP said that Veaceslav Neguta preferred to resign than to support the thefts at Banca de Economii and the Chisinau International Airport. The IPP proposed economic expert Dumitru Budeaschi as a reserve candidate. The Partnership for Development Center fielded the vice governor of the National Bank of Moldova and IMF economist Veronica Bacalu, saying she has the capacity to restructure and ensure the integrity of the tax inspectorate and the customs service and can do an appropriate fiscal policy reform. The Club 50/50 put forward Valentina Badrajan, executive director of the Millennium Challenge Account Moldova.

The performance of Minister of Justice Oleg Efrim is classed by the respondents as average. IMAS fielded the current minister for the next Cabinet. Most of the respondents said that the current president of the Constitutional Court Alexandru Tanase is the best candidate for this post. The IPP proposed Veaceslav Gribincea, lawyer and head of the Legal Resources Center of Moldova, and Sergiu Ostaf, director of the Resource Center for Human Rights (CreDO). Politicon considers lawyer Ion Dron is suitable for this post. The CNP suggested lawyer Vitalie Nagacevschi or the vice director of the National Anticorruption Center Cristina Tarna for minister of justice. IDIS “Viitorul” proposed Ion Creanga, the head of the Parliament’s Law Division, who is considered a dynamic and experienced professional.

The performance of current minister Dorin Recean is considered average. ADEPT thinks Dorin Recean should further hold this post, but fields also military expert Iurie Pantea. The CNP considers lawyer Vitalie Nagacevschi is good for this post, while the Partnership for Development Center proposes lawyer Doina-Ioana Straisteanu, who can deepen the reforms at the Ministry of the Interior and can transform the police into real human rights defenders. The Club 50/50 suggested Liberal-Democratic MP Elena Frumosu, while IDIS “Viitorul” proposed Ion Costas, describing him as a professional, reformist and patriot. For the future Government, it also fielded General Anton Gamurari, who is also a professional and patriot. 

The performance of current minister Natalia Gherman was described as excellent by all the respondents. ADEPT suggests her for the same post in the future Cabinet. Natalia Gherman is also proposed by most of the respondents, alongside former deputy minister Andrei Popov, who now serves as Ambassador to Austria. The IPP suggested Eugen Revenco, current adviser to the Head of Parliament, while Politicon nominated the Ambassador to Belgium Mihai Gribincea.

Most of the respondents analyzed the performance of two persons in this post – Vitalie Marinuta and Valeriu Troienco. IMAS considers that Marinuta inspires more order, while the IPP believes that Valeriu Troienco has a very good performance, unlike Marinuta. For the future Government, the IPP proposed Valeriu Troienco, military expert Iurie Pantea or security expert Viorel Cibotaru. Politicon also thinks Viorel Cibotaru is suitable for this post, while the CNP proposed Vitalie Catana. According to the Partnership for Development Center, the minister of defense had a poor performance and he should be replaced by Viorel Cibotaru, who has an appropriate authority for managing the army and for ensuring a more extensive reform in the army. The Club 50/50 suggested Vitalia Pavlicenco, who heads the National Liberal Party. IDIS approves of the work of Ion Costas, who was the first minister of defense and who built the ministry from zero when there was the Nistru war. IDIS fielded Vitalie Marinuta for minister of defense in the new Cabinet.

The performance of current minister Marcel Raducan is described as medium weak. The CNP considers that this ministry should not exist. A specialized agency should be created, while the rest should be merged with the Ministry of Agriculture and Food Industry. The Partnership for Development Center suggested mayor of Bahrinesti village of Floresti district Feodosia Bunescu for the new executive as she can make the local public authorities more visible in the regional development process. The Club 50/50 fielded Maria Culeshov, the director of the South Development Agency. IDIS “Viitorul” proposed mayor of Ungheni Alexandru Ambros for his visionary and professional qualities.

The performance of Vasile Bumacov is classed as professional and appropriate in a crisis. The IPP gave Vasile Bumacov a grade of ‘4’ out of ‘5’, while the IPP said they appreciate Valeriu Bulgari for the work done while holding this post earlier. The CNP considers the minister had an average performance and suggests former deputy minister Viorel Gutu for the future Cabinet. The Club 50/50 described the minister’s performance as good and proposed former minister Valeriu Cosarciuc for this post. IDIS Viitorul considers minister Bumacov had an average performance and suggests Viorel Chivriga for minister, who is considered a reformist and a visionary.

The work done by minister Vasile Botnari was classed as average by most of the respondents. In the case of this ministry too, the CNP considers there should be created an agency to replace it, while the rest should be added to the Ministry of Economy. The Club 50/50 believes that the previous minister Anatol Salaru did well in this post, while IMAS considers that Anatol Salaru discredited himself as the situation at the state-owned railway company “Caile Ferate” leaves much to be desired. IDIS “Viitorul” suggested the director of the Energy Efficiency Agency Mihail Stratan for this post, who is considered a visionary, and ex-director of the National Agency for Energy Regulation Victor Parlicov, who is also regarded as a good organizer and a visionary.

The performance of current minister Valentina Tapis is assessed as average. ADEPT appreciates the performance of previous minister Violeta Ivanov, who is now a Communist MP, and suggests her for the future Cabinet. ADEPT also proposes Alecu Renita, who heads the Ecologist Movement of Moldova, as a reserve candidate. The IPP considers that Arcadie Capcelea fulfilled his duties well while minister of the environment earlier and proposes the executive director of the National Environment Center Ilia Trombitski for the future Cabinet. The CNP suggests Violeta Ivanov, Dorin Dusceac or Valentina Tapis, current deputy ministers and minister, for this post. The Partnership for Development Center belives that the given post in the future Cabinet should be held by Dorin Dusceac, who, even if he had not much time to assert himself, obtained the support of the NGOs working in this field. The Club 50/50 proposed Daniela Petrushevski, who is an environment specialist at the Millennium Challenge Account Moldova. IDIS “Viitorul” approves of the work done by previous minister Constantin Mihailescu, who was a visionary and professional, and suggests current deputy minister Lazar Chirica for the post of minister, because he is a professional.

Most of the respondents described the work of minister Maia Sandu as good and very good. She is proposed for the same post in the future Cabinet. IMAS said education was an area where things developed courageously and described Maia Sandu as discreet and decided. Politicon, besides Maia Sandu, suggested Boris Volosatyi, who manages the French-Romanian Theoretical Lyceum “Gheorghe Asachi”. The CNP fielded Natalia Catrinescu, a Moldovan young woman who studied in the UK and now works there for a constancy company. The Club 50/50 considers deputy minister Loretta Handrabura is suitable for this post.

IMAS described the performance of current minister Monica Babuc as warm and human, who oriented us towards the national values. ADEPT considers Monica Babuc had a weak performance and proposes actor and dramatist Constantin Cheianu for the future Cabinet. The IPP considers Ion Ungureanu did a good job in this post earlier and proposes Monica Babuc or current deputy minister Gheorghe Postica for this seat in the future Cabinet. Politicon considers this post should be held by the director of the National Philharmonic Silvia Bivol. IDIS “Viitorul” believes the current minister had a weak performance, while Ion Ungureanu had a good performance in this post, being a reformist and a professional. It suggested the director of OWH Studio Virgil Margineanu, for this post. 

The work done by minister Valentina Buliga is appraised by ADEPT at ‘3’ of ‘5’. It fielded Valentina Buliga and deputy minster Sergiu Sainciuc for this post in the future Cabinet. The IPP suggested Antonita Fonari, the executive director of the Resource Center “Young and Free” and secretary general of the National NGO Council. Politicon gave the minister a grade of ‘3’ for her performance. The Partnership for Development Center considers Valentina Buliga did a good job and suggests her for the same post in the future executive, noting that slightly more courage and imagination is needed for being a good minister. The Club 50/50 considers Galina Balmos did good work in this post earlier. IDIS “Viitorul” proposed UNDP program director Olesea Cazacu-Cruc for this post as she is a professional and ambitious woman. IMAS said the performance of the current minister was oscillating, including because this is a very hard job based on the relations with poor and dissatisfied people. IMAS nominates deputy minister Ruxanda Glavan for this post, with Valentina Buliga being suggested as a reserve candidate.

ADEPT gave a grade of ‘3’ of ‘5’ to current minister Andrei Usatyi and proposed scientist and specialist in neurosurgery and medical genetics Stanislav Groppa for this post. The IPP considers the former deputy minister of health Viorel Soltan or program director at the Center for Health Policy and Analysis Andrei Mosneaga should hold the post of minister in the future Cabinet. Politicon gave a grade of ‘4” to the current minister for his performance, saying Ion Ababii did a good job in this post earlier and was very correct. It suggested current deputy minister Octavian Grama for the post of minister. The CNP considers the performance of minister Usatyi was below average and fields Mircea Buga, director general of the National Health Insurance Company for this post. The Partnership for Development Center thinks the minister had a weak performance and fielded Viorel Soltan for this post, saying the health system needs a lot of reforms and he is the person who can do them. The Club 50/50 nominated current Democratic MP Valentina Stratan for this post, while IDIS “Viitorul” appreciated the work done by Ion Ababii in this post earlier and fielded Anatol Taran, director of the Municipal Traumatology Hospital, for this post as he is a professional and visionary.

The IPP and ADEPT gave a grade of ‘3’ of ‘5’ to minister Pavel Filip for his work. The IPP suggests the director of the e-Government Center Stela Mocan or the director of the Moldova Investment and Export Promotion Organization Dona Scola for the future Cabinet. Though it considers that the minister had a good performance, the CNP suggests merging this ministry with the Ministry of Economy. The Partnership for Development Center considers the performance of the minister was weak and suggests Stela Mocanu for this post as she is able to foster the e-transformation process. IDIS “Viitorul” considers the minister had an average performance and nominates the director of a national company Vasile Nedelciuc and the president of the IT Association Veaceslav Cunev for this post.

The performance of minister Octavian Bodisteanu was assessed with ‘2’ of ‘5’ by ADEPT. The IPP gave him a ‘3’, saying Octavian Ticu was earlier good in this post. Politicon considers the performance of the minister deserves a ‘3’, while Octavian Ticu, who held this post earlier and did his job well, is proposed for the future Cabinet. The CNP classed the performance of the current minister as below average, saying this ministry should not exist; it could be replaced by specialized agencies. The Partnership for Development Center fielded Eduard Mihalas, former director of the National Youth Center of Moldova, for this post, saying he can pursue really beneficial policies for the youth. The Club 50/50 considers the minister had a poor performance and proposes Antonita Fonari for this post in the future Cabinet. IDIS “Viitorul” believes the minister’s performance was average, while Octavian Ticu was a correct and honest professional. It put forward expert Corneliu Ciurea, who is considered a visionary, for the future Cabinet.
