The concept of centralized placement of announcements and visual publicity belonging to individual persons or companies that was presented by Nicon Zaporojan, the Head of Architecture and Urbanism Department at the session of the City Hall was harshly criticised by Vasile Ursu, Info-Prim Neo reports.
Two weeks ago, Ursu requested the aforementioned Department, as well as the municipal police to stop the phenomenon of gluing announcements on pillars, trees, fences or walls and to propose solutions for the settlement of the situation.
According to Zaporojan, the phenomenon can be eradicated only if district offices, municipal salubrity services and municipal police will get involved, which will are to fine the persons who stick notices. At the same time, the Administrative Code should be amended in order to increase the fines for such infringements, and in special places rolling pillars for the publicity of theatres and concerts must be installed as well as stands on which anyone could stick announcements.
After saying that the Department did “a bad job”, Vasile Ursu presented his opinion regarding a possible concept on outdoor advertisement. According to him, every street from Chisinau must be included in the concept, and thematic stands must be installed in each district. More, publicity stands can be installed in the courtyards and near the entrance doors of the apartment blocks.
The local authorities are concerned about the pre-electoral campaign, when a huge amount of publicity is expected to be posted in unauthorized places.
