The works at the Valea Morilor Lake are being executed partially in an illegal way and without any financial coverage. The works however, cannot even been stopped, Chisinau Mayor Dorin Chirtoaca informed the municipal councillors. He stated that a public tender was organised in July 2006 for designing the entertainment zone in the area, which was won by the Institute “Chisinau-Project”. By late September, the certificate of urbanisation was issued. In October, the works of evacuating the water from the lake had already started, under an ordinance by the then interim mayor Vasile Ursu. In January, the mud also started to be evacuated, without any decision of the City Council. In June 2007, after six months of works in the area, the public tender for evacuating the mud was won by “Autocomtrans”, which was already working there. On June 26, the contract was signed, with a total sum of 40 million lei. Until now, the works have cost about 10-12 million lei, works which don’t have any financial coverage and which started before the contract was signed. The company addressed the City Council, stating that it is unable to continue the works, since most of the funds were borrowed. It’s an ambiguous situation, since, on one hand, there aren’t sufficient funds and full legal allocation. On the other hand, stopping these works means postponing the reconstruction for at least a year, concluded Chirtoaca. Chisinau chief architect Vladimir Modarca also stated that stopping the works now would reduce to zero the efficiency of the works that have already been done. The City Council will examine the situation as well in order to make a decision as soon as possible.
