Le Monde: Moldova's neutrality – nervy for Russians

The publication “Le Monde” is quoting a source from the OSCE as saying “recently Moldova's neutrality has become the core of the debates for Russians,” Info-Prim Neo reports.
An article, titled “Moscow puts up a plan of a pan-European “security pact””, reads that the Kremlin would seek to gain, following a huge bargain, the veto right over the NATO's expansion, blocking the US anti-missile plan in Europe, as well as perspectives for neutrality for Ukraine, Moldova and Georgia. Russian President Dmitry Medvedev tries to promote among the Western leaders his idea about “the Pan-European Security Plan” launched in a speech in Berlin on June 5.
Although still fresh, the project is received in the Western Cabinets with a mix of skepticism and perplexity, “Le Monde” writes, as they discern Russia's desire to maximally strengthen its role in strategic issues related to the continent's future and its security architecture. In this possible bargain, Russia would like to negotiate on the verge of “the frozen conflicts” in Europe (Transnistria, Abkhazia, South Ossetia), of Middle East crises (Iran's nuke plan) or supplying Europe with hydrocarbons.
