The law prohibiting the use and marketing of plastic bags has not established yet when contraventional fines for those who violate the legal provisions will enter into force. The PAS MP, bloc ACUM and bill initiator, Dumitru Alaiba, said that the draft law has not yet received approval from all parliamentary committees.

Dumitru Alaiba said that, compared to the law that forbids the use and marketing of plastic bags, adopted by the Parliament in 2017, the difference lies in the fact that contraventional fines are provided for those who violate it. "In the 2017 law, the part that provided penalties disappeared from the project. Although the fines were part of the bill during the first reading, the amendments to the Contraventional Code simply disappeared during the second reading,” said the MP.

Asked about the government's notice regarding the law, issued on August 1, according to which the fines will enter into force gradually, Dumitru Alaiba said that it is not yet established whether or not the MPs will accept the proposal of the ministry of economy.

Subsequently, the MP added that the bill's phrasing "used by individuals" refers to "use for commercial or production purposes and not the use of plastic bags by citizens".

The draft law stipulates that individuals will be fined up to 4500 lei for the use and sale of plastic bags and dishes, while legal entities will be fined up to 12000 lei. The use and marketing of plastic dishes will be sanctioned starting January 1, 2021.
