The reforms in the justice sector of Moldova witness most of the shortcomings, while those in the fiscal system are done in the interest of particular persons, says a study to assess the implementation of the Association Agreement with the EU carried out by the Institute for Development and Social Initiative “Viitorul”, IPN reports.

According to the study, the justice sector reform is one of the biggest failures of the Moldovan authorities in relation to the commitments undertaken under the Association Agreement. This deviates from the requirements concerning transparency, involvement and participation of the interested sides. The sector is considerably affected by political influence.

The study reveals that in the fiscal system, one of the objectives that should be achieved to fulfill the untaken commitment is to reduce the number of tax concessions. As to the cooperation in the energy system, Moldova’s adjustment to the European standards goes slowly. The works to build the networks that interconnect Moldova’s and Romania’s energy systems are significantly behind schedule.

According to the study authors, the water quality and resource management areas weren’t a priority on the political agenda of the Moldovan authorities. With one exception, the national legislation was partially adjusted to the European directives, creating a legal framework for the management, protection and efficient use of water in Moldova. The system for cleaning and discharging used waters is one of the most problematic segments of the water protection area.

The absence of a national institution for certifying agrifood products with geographical indications, designations of origin and traditional specialties guaranteed, together with the poor informing of business entities and the difficulties encountered in forming producer associations, make the realization of the national potential on the European and world markets problematic.
