According to Nicolae Dabija, the first Parliament wanted the independence of Moldova to accomplish the removal of Ribbentrop-Molotov Pact consequences. “The structure of the first Parliament after the collapse of the USSR was, in fact, pro-Soviet. We did not have the party nomenclature similar to that in the Baltic republics, which broke away from the USSR and wanted to join both the European Union and NATO” Nicolae Dabija said. From the economic point of view, by 1990, the USSR was a disaster. "It was a system in which people capable of work were not interested in working. People went to work but had no interest in working more as this did not lead to any salary raise. It was enough to show up for work and the salary was assured, thus production was low”, the historian said. In 1989, a circular letter was sent to the Ministers’ Council of the Moldovan SSR, stating that Moscow had cut the financial support granted to Chisinau. “This kind of circular letters were received by all the Union republics, which, in fact, were told that they were on their own. Central authorities no longer had the capacity to support the entire USSR population,” Veaceslav Stavila stated.
