In the Kroll report, Vlad Plahotniuc' s name appears as the main beneficiary of the billion theft, says Alexandru Slusari, the chairman of the Bank Fraud Investigation Committee. Another beneficiary mentioned by the parliamentarian is the former prime minister Vlad Filat and his entourage, but also Ilan Șor, Marina Tauber, Reghina Apostolova, Iurie Fotescu, Petru Lucinschi, Gabriel Stati and Olga Bondarciuc, the notary who rendered services to the former PDM leader Vlad Plahotniuc. The list of beneficiaries of the bank fraud appearing in the Kroll report has been made available to the members of the National Bank commission, and the members of the commission have signed a confidentiality declaration, according to which the document should not be published and no name should be pronounced in public space. ”We take on the political responsibility for revealing these names,” said Alexandru Slusari.

President Igor Dodon announced on yesterday’s "Moldova în direct" program about promulgating amendments to the Law on the Prosecutor's Office. The candidate for the position of general prosecutor will be selected by the Superior Council of Prosecutors (CSP) based on a list put forward by the Ministry of Justice. The president said that the Law on the Prosecutor's Office might be challenged at the Constitutional Court. "Some experts claim that some provisions could be unconstitutional, however, our colleagues and ourselves decided to go on with this project. If necessary, we will continue to defend our position at the Constitutional Court.”

Romanian judge Cristi Danileț is of the opinion that the Law on the Prosecutor's Office  can be supplemented. In his opinion, the current version of the law is a job half-done. "My objection is related to the selection of an outsider. Do we really have confidence that a policeman, a lawyer or someone from a criminal prosecution body can be brought in tomorrow and put in charge of the Prosecutor's Office?”, wondered Cristi Danileț. In his opinion, this would be a mistake. Mihai Popșoi, PAS MP, ACUM bloc, argues that the immunity withdrawals that have taken place over the course of the last few days in the Parliament do not represent something out of the ordinary, just the fact that justice has begun to serve its purpose. According to him, things couldn't have happened sooner. "I don't think anyone could have imagined prosecutor Harunjen requesting immunity withdrawal for Cebotari or Șor. A new prosecutor was required and the new prosecutor needed time in order to process all the cases. A plethora of dossiers that had to be gathered as pieces of a puzzle in order to reveal the larger picture”, explains Mihai Popșoi. Ion Guzun, legal adviser at the Center for Legal Resources, believes that the Prosecutor's Office cannot be apolitical. "It's normal for them to communicate and to interact with each other. However, their interactions should not cross red lines”, said Ion Guzun.

The October 20 elections are an important test, perhaps more important than many others so far, for the Moldovan political class, but also for the Moldovan society as a whole. The future elections may be even doubly important, as they will shape for four years the fate of each settlement and each person or family that lives there, as well as the political class and the Moldovan society as a whole. This is because the political forces that will emerge victorious in this local race, will gain the moral legitimacy to continue or not the great transformations, announced and partly started by the new government at the level of the whole country. The subject was discussed at the public debates on the subject: "Characteristic features of the elections of October 20, 2019", organized by IPN Press Agency and Radio Moldova. "What matters in these elections is the context. Somehow it was rash of me to say that we could have early parliamentary elections. But now we have a coalition that governs the country. And the things that happen with the coming of this coalition are interesting, leaving their mark," noted the expert. According to Igor Botan, the current election campaign started languidly, the parties did not rush to register their candidates. At the same time, there is a party that is a champion of political activism in this campaign. It is the Socialist Party, which has candidates for mayor in more than 80% of the settlements of the country, practically, in all councils. The other parties are anaemic,” said Igor Botan. At the same time  Anatol Țăranu believes that the result of local elections will show the potential of the parties within the ACUM bloc, while Mihail Sirkeli thinks that at local elections people vote for those who managed to convince them, whereas political scientist Dionis Cenușa  maintains that geopolitics will be present at the local elections as well dispersed in the form of all kinds of projects with economic and social focus.

Andrei Nastase, Deputy Prime Minister and Minister of Internal Affairs, leader of Dignity and Truth Platform Party, says that if Chisinau City Hall falls into the hands of the Socialists, then the capital will be a disaster. "I am determined to win these elections because it is essential for Chisinau City Hall to have a competent mayor, a mayor who has demonstrated his qualities, a mayor who does not talk about short-term, but long-term projects, a mayor capable to provide financing for long-term projects for the benefit of citizens”, declared Andrei Năstase. Andrei Năstase noted that the agreement signed a few days ago was an agreement at institutional level, not at party level. According to him, a political agreement was signed in June, when there were no functional institutions. "I want to achieve the undertaken goals," he says.

During a meeting with Prime Minister Maia Sandu, on a visit to Washington, Mike Pence stressed that the US supported the peaceful transmission of power and would continue to be a staunch supporter of Moldova's democratic transformation. Maia Sandu reiterated that a functional state, in the interest of citizens and the dismantling of the corrupt system would be the main tasks of the government. The prime minister requested the support of the US authorities, including the FBI, CIA and the Justice Department in investigating the bank robbery case, as well as freezing assets in the US of the persons involved in the robbery.Maia Sandu stressed that European integration remained the basic objective of the government, and the cooperation with the US, in several areas, including in the defence and security sector, was a strategic priority for Moldova. Also, the prime minister maintains that at present there are no favourable conditions for the political settlement of the Transnistrian conflict, and an inappropriate solution could harm the interests of the Republic of Moldova.

The progress made by JSC "Termoelectrica" in the Project for Improving the Efficiency of the Centralized Power Supply System has been evaluated positively by a team of World Bank experts. In turn, the World Bank delegation experts expressed their readiness to further support the process of modernizing the enterprise's infrastructure. "We are fortunate to work with such institutions as" Termoelectrica ". It is indeed a successful project that is worth talking about, due to its important impact both on the people who ultimately benefit from much more sustainable services and on the efficient activity of the company”, said the country manager for Moldova, Anna Akhalkatsi, quoted in a "Termoelectrica" press release.

The former deputy mayor of the capital, Nistor Grozavu, is investigated by prosecutors in a case related to the alienation of land lots belonging to the Chișinău City Hall. The criminal investigation takes place in relation to the information released by the General Prosecutor's Office on September 9. On that date, the Prosecutor's Office announced that it is conducting 21 searches and starting three criminal cases regarding the establishment of a criminal scheme for illegal alienation of land for construction purposes, via lease agreements. "At this stage, criminal investigation is carried out in regard to Nistor Grozavu. The investigation involves other persons. Depending on the results of the criminal investigation, it will be decided whether or not to apply preventive actions”, said Emil Gaitur.
