The three parliamentary groups of the majority coalition signed "the political agreement on the transitory objectives of the Government, the Presidency and the Parliament, including the Socialist Party, the Action and Solidarity Party and the Dignity and Truth Platform Party groups". The document was signed on Monday, September 16, in the Parliament, without notifying the media about the event. The document was signed by the Deputy Chairmen of the Parliament, Ion Ceban from the PSRM, Mihai Popșoi from the PAS and Alexandru Slusari from the PPPDA. The primary objective of the agreement signed by ACUM Bloc and Socialist Party is to preserve the parliamentary majority with a view to promoting the key reforms for the development of the Republic of Moldova. The document does not specify the period for which this agreement is concluded, but it mentions that "the agreement will also have an impact on the Governance Program and the Government Action Plan for the years 2019-2020". The agreement published by the Action and Solidarity Party contains the signatures of President Igor Dodon, Prime Minister Maia Sandu and Speaker of Parliament Zinaida Greceanii.

Deputies Marina Tauber and Reghina Apostolova, who have been stripped of immunity by the Parliament, were detained on Monday evening, September 16. The Prosecutor General's Office mentions that the purpose of the request before the Parliament "was not aimed precisely at the detention of the persons concerned - although the law allows it - but at lifting their immunity for carrying out criminal prosecution actions, which include a complex set of measures". A Prosecutor's Office press release states that yesterday searches were carried out at the homes and offices of several persons involved in the same criminal case in which Regina Apostolova and Marina Tauber are listed. The searches were carried out including at the home of Vladimir Novosadiuc, the director of Sputnik Moldova. According to Igor Curov, deputy medical director of the Emergency Hospital, where Regina Apostolova is admitted, the health status of the MP is stable and out of danger. Doctors gave approval for her to participate in criminal proceedings. In a video message posted on Facebook, Ilan Șor says that no member of his team can be detained given his depositions. "I submitted depositions in which I recognized that these people acted exclusively at my request. I was trying to save the bank,” said Ilan Șor.

The modification of the mechanism of appointment of the general prosecutor was voted by the Parliament in the second reading, on September 16, after 22:00. The candidate for the general prosecutor position will be selected by the Superior Council of Prosecutors (CSP) based on a list of candidates proposed by the Ministry of Justice. Democratic MP Vladimir Cebotari said that the amendments to the Law on the Prosecutor's Office will lead to institutional blockage. In his opinion, the implemented amendments contain a lot of mistakes and will lead to institutional blockage because they do not foresee the situation in which the CSP will reject all the proposed candidacies made by the Ministry of Justice for the position of general prosecutor. "Then we will unexpectedly find ourselves in either an eternal or indefinite situation without a general prosecutor. In addition, the proposed amendments are contrary to all international standards", said the Democrat. The Minister of Justice, Olesea Stamate, argues that if the Superior Council of Prosecutors (CSP) continues the previously initiated contest for the selection of the new Prosecutor General, then this contest will be illegal.


The Ministry of Foreign Affairs and European Integration, the Delegation of the European Union to the Republic of Moldova and the EaP Civil Society Platform have organized in Chișinău public discussions concerning the future of the Eastern Partnership. In his speech, Christian Danielsson said that the Eastern Partnership is the key to strengthening the relationship between the European Union and the partner countries of Eastern Europe, which allows for joint problem solving and sharing of common values. According to the European official, during the 10 years since the Eastern Partnership was established, trade between the EU and the six signatory countries increased by 70%. “We facilitated over 80,000 academic and youth exchanges, oriented towards studies or teaching activities. Thousands of young people from partner countries, including the Republic of Moldova, have been involved in EU-funded activities”, said the Director-General for European Neighbourhood Policy and Enlargement Negotiations.

Telestar Media, the holder of the broadcast licenses of the television stations Canal 2 and Canal 3, renounces the national frequency on which Canal 2 broadcasts. Moreover, it urges the government and the relevant audiovisual institutions to return this national frequency to the Romanian Television Society, for the broadcast in Moldova of TVR Moldova. "According to the information at our disposal, there will be a hostile attempt to take over the national frequency used by Canal 2 in favor of another television channel that promotes foreign interests in our country", the quoted source said.

The entire process, as well as the concession contract of Chisinau International Airport, have been affected by conditions of nullity. The seriousness of the flagrant violation of the law results also from the decision by which the Government decided to organize a closed tender, while the law says that it must be public. At the same time, the non-performance of contractual obligations by the concessionaire or the breach of contractual obligations provide the possibility of terminating the concession contract. The conclusions can be found in the preliminary report presented on Tuesday, September 17, at the meeting of the Parliamentary Committee of Inquiry for the analysis of the organization and conduct of the privatization and the concession of public property during the years 2013-2019.

Granite stairs in Valea Morilor Park, built in the 70s, have been inaugurated on Tuesday, September 17, after more than a year of renovation works. The rehabilitation of the 224 steps was possible thanks to a grant of almost 19 million Moldovan lei, offered by the Local Council of Sector 1, Bucharest municipality. Present at the inauguration, the Romanian ambassador to the Republic of Moldova, Daniel Ioniță, mentioned that this event would definitely remain in the history of Chisinau and would be positively appreciated by future generations.
