IPN on April 10 published an OP-ED article entitled ”EU and limits of “strict conditionality” in relation to Moldova” written by political pundit Dionis Cenusa. The author said the increased exigency towards the quality of reforms, concern about the political deficiencies and recognition of the endemic character of corruption form the basis of the EU’s current attitude to Moldova. The report on the implementation of the Association Agreement in Moldova, published in April 2018, is the most recent official document that confirms the absence of enthusiasm in the EU as to the pace, profoundness and amplitude of reforms. Moldova’s exports to the European Union in the first two months of the year increased, as did the number of companies exporting to the EU market. This means that the companies reoriented from the Russian Federation to the EU, Secretary of State at the Ministry of Economy and Infrastructure Iuliana Dragalin stated in a TV program. “We have 1 306 companies that export to the European Union. They constitute 60% of all the exporting companies and this redirection was witnessed in the recent past,” stated Iuliana Dragalin. Read more…

The most serious risks to the security in the region are generated by frozen conflicts and the foreign military presence. The last is a serious obstacle to the peaceful settlement of conflicts and encourages the destructive forces to pursue their secessionist plans, Prime Minister Pavel Filip stated in the Kyiv Security Forum on April 12. He noted that developing the cooperation with the EU, especially within the Eastern Partnership, is essential. “We need a clearer, more powerful and visible commitment as regards the resolution of the crisis situations in the region. It is in our common interest to ensure increased predictability and stability in the Eastern parts of Europe,” stated Pavel Filip. Read more…

The representative office of Siemens SRL Romania will rehabilitate 14 medium-voltage installations in Moldova within a project supported by the European Bank for Reconstruction and Development. The company was chosen at a contest held by the state-owned enterprise Moldelectrica. The works are to be launched in the second quarter of 2018. Read more…

The European Commission decided to dedicate the fourth edition of the EU Health Award to initiatives of non-governmental organizations (NGOs) that contributed or are contributing to a higher level of public health in the European Union by working to prevent tobacco use. The type of initiatives that could be submitted includes: awareness and information strategies for effective community change, including school programs and /or involvement of parents, promoting tobacco free norms targeted at adolescents and young adults. From this June, the mud at the Chisinau Wastewater Treatment Plant will no longer be dehydrated in geotubes. Two installed centrifuges will process the mud faster and the produced gas will enable to halve the electric power consumption at the Plant. SA “Apa-Canal Chisinau” director general Veronica Herta, while on an inspection to the Wastewater Treatment Plant, said that owing to the loan of €24 million provided by the EBRD and EIB, with a grant component of €11 million, the Plant will be modernized until 2020. The road and air transport between Moldova and Ukraine will become more liberalized after the governments of the two states on April 12 signed two documents on international road transport and air transport services. The same day, there was signed a Memorandum of Cooperation between the Ministry of Economy and Infrastructure of the Republic of Moldova and the Ministry of Energy and Coal Industry of Ukraine, concerning common measures to foster the European integration processes in order to ensure the synchronous functioning of the energy systems of the two states and the system of the European Network of Transmission System Operators for Electricity (ENTSO-E). The national technical regulations will be adjusted to the European standards concerning the placing of industrial products on the market. The Cabinet approved relevant amendments and supplements to a number of Government decisions. The framework provisions concerning the use of compliance markings for the transition period, will be updated before the coming into force of the agreement on conformity assessment and acceptance of industrial products. The modernization of the Republic of Moldova by the European model is the only alternative to unionism. Two political forces now speak about this – the Party “Platform Dignity and Truth” and the Party “Action and Solidarity”. But they have yet to show by deeds that they are able to implement such a project. The Democratic Party, which has pro-European phraseology, is an anti-European, anti-national force, stated political analyst Alexei Tulbure, noting that the other parties are absolutely discredite.
