IPN on April 2 published an OP-ED article entitled “Role and implications of (Euro)unionism in Moldova” that was written by expert in political sciences Dionis Cenusa. Even if the political forces associated with the EU flirt with the unionist idea, they refuse to assume it fully for electoral reasons. Maia Sandu is practically the only popular political leader who, even if she regularly pleads for unionism, prefers to keep this separately on the political agenda of her party. Read me…

Students of the International Relations Faculties of a number of universities on April 3 attended a public lecture on the benefits of the Moldova – EU Association Agreement that was staged by the Pro-European Services and Communication Center of the National Library. Elena Pintilei, director general of the National Library, said the implementation of the Association Agreement is a topical subject given that Moldova is on the way of enshrining the European course in the Constitution. Romania is near the Republic of Moldova. At the start of 2016, when the Republic of Moldova witnessed the blocking of foreign financing owing to the economic crisis through which it went, and until it reached an agreement with the IMF to be able to unblock the other funds, Romania was the only country that lent a hand to it, with a loan of €60 million, on no conditions at that moment and, later, two more tranches of the loan that came to €150 million, Prime Minister Pavel Filip stated in an interview for Libertatea.ro. The public money is spent with considerable prudence and maximum efficiency, Prime Minister Pavel Filip assured the MEPs of the Committee on Foreign Affairs and the Committee on Budgets who came to Moldova on a visit to assess the utilization of the financial support provided by the EU. The Republic of Moldova is implementing the European Union’s quality requirements for fresh fruit and vegetables. The national norms are adjusted to the EU’s by a bill that was approved by the Cabinet. For the products that meet the quality requirements, a quality compliance certificate will be issued to the business entity at request. Before the products are put into circulation, the imported consignments will be subject to a mandatory check. Read more…

The first installment of the EU macro-financial assistance of €100 million hasn’t yet reached Chisinau because the authorities haven’t met a number of conditions. The modification of the electoral legislation is one of the reasons for which the disbursement of the first installment was put off during the past year, chair of the delegation of the European Parliament’s Committee on Budgets Siegfried Muresan stated in a news conference in Chisinau. The Republic of Moldova has managed to stabilize its economic situation and, with constant but conditional support from the European Union and other international partners, has progressed with the implementation of some reforms. Further efforts, however, are still needed in particular in order to address high level corruption, recover the misappropriated funds from the one billion dollar banking fraud and bring to justice those responsible for the fraud. A thorough reform of the judicial system is also to be addressed. The details are highlighted in a joint report released by the European External Action Service and the European Commission. The loans provided by microfinance organizations in five years will amount to 7.6 billion lei. This is stipulated in the strategy for developing the non-banking financial market for 2018-2022 that was approved by the Cabinet. The bill also envisions the adjustment of the framework for regulating the activity of the non-banking lending market to the European standards. The Republic of Moldova fulfills the commitments assumed at foreign level in the field of agriculture, especially through the Association Agreement with the EU, Secretary of State at the Ministry of Agriculture, Regional Development and Environment Iurie Usurelu stated in the program “Red Button” on the public TV channel Moldova 1. It is not possible to disburse the first installment of the EU macro-financial assistance if the Republic of Moldova does not meet the conditions. Ten conditions were imposed for disbursing the first installment. Three-four of these haven’t been disbursed, said the chairman of the delegation of the European Parliament’s Committee on Budgets Siegfried Muresan, who is in Chisinau on a visit.
