Ion Ceban to sign electoral code of conduct proposed by civil society

The Party of Socialists’ candidate for mayor general of Chisinau municipality said he will sign the electoral code of conduct and the memorandum concerning the commitments of the future mayor that were proposed by representatives of a number of NGOs based in Chisinau last week, IPN reports.

“I think these are two important documents. That’s why we decided to accept the first this invitation that came from civil society organizations specialized in different areas, such as urbanism, building and ecology,” Ion Ceban stated in a news conference. According to him, the Socialists carried out many of the points of these two documents while working on the Chisinau Municipal Council, while other points can be found in his electoral platform.

The candidate read the memorandum provisions concerning the commitments of the future mayor to civil society. Among these is the open interaction with civil society and with citizens based on clear principles. His team has initiated the process of creating the municipal participation council that is defined in his platform. By autumn, there will be set up sub-councils of experts on each area of municipal importance.

Holding employment contests based on competence and merits is another memorandum point. “I want to tell you that this point is part of our electoral program. I always said that professionals should hold the posts, principally the executive ones,” stated Ion Ceban.

As to the point concerning the introduction of electronic budget and the observance of budget procedures, the candidate said he intends to make all the reports public each month. “There will be published in detail the plan, indicators, those in charge and how much each measure of the City Hall costs. We will do this within a month of the start of the mayoralty,” noted Ion Ceban.

As to the candidates’ code of conduct during the mayoral elections, the Socialist candidate assured that he will take part in all the electoral debates on TV or online, except for those that overlap, starting with this Thursday. He will not refuse to take part in public debates initiated by civil society and in programs and interviews centering on the activity directions of the City Hall, etc.

Ion Ceban invited the other candidates to sign the documents proposed by civil society so that they are more open to each other and to the citizens.
