The article forms part of IPN’s information campaign that presents biographical data, information about the incomes and property and professional experience of candidates for mayor general of the municipality of Chisinau.

Ion Ceban competes for a new term in office as mayor general of the municipality of Chisinau on behalf of the National Alternativa Movement (MAN) he heads.

He was born on June 30, 1980 in Chisinau. He is married and is expecting the third child.

He graduated from the Faculty of Math and Informatics of the Moldova State University and then studied for a master’s at the Faculty of Computing, Informatics and Microelectronics at the Technical University of Moldova. He also graduated from the Russian Presidential Academy of Public Administration, in State and Municipal Administration, and from the Berlin School of Management.

In 2000, he started to work at the Chisinau City Hall, being responsible for the drafting and coordination of projects in the social sector. In 2002-2004, he served as director of the Projects Department, vice director of the Government’s Informational Network. In 2004-2005, he served as senior adviser on domestic policy at the Office of the President of the Republic of Moldova. In 2005-2008, he headed the Youth Programs Division of the Ministry of Education and Youth and as deputy minister of education and youth. In 2008-2009, he headed the secretariat of the Cabinet’s national commission for European integration. In 2009-2011, he served as adviser to and head of the Office of the Deputy Speaker.

Ion Ceban sat in Parliament in 2011-2014 and in 2014-2015. After the local elections of 2015, he served as a municipal councilor, heading the group of the Party of Socialists on the Chisinau Municipal Council. After the presidential election of 2016, until 2018, he served as adviser to the President on domestic policy, secretary and spokesman for the President of the Republic of Moldova. As a result of the parliamentary elections of February 24, 2019, he entered Parliament on the Socialist ticket and in June the same year was elected Deputy Speaker.

He ran in the snap mayoral election in Chisinau of May-June 2018. In the runoff vote, contending together with Andrei Năstase, he gained over 47% of the vote. After the election outcome was invalidated, a new snap mayoral election was held in the autumn of 2019 and Ion Ceban won it with over 52% of the ballot after competing again with Andrei Năstase in the runoff vote.

In August 2022, Ion Ceban announced the launch of the Party “National Alternativa Movement” that he leads.

For last year, the candidate declared almost 228,000 lei salaries from the Chisinau City Hall. For the same period, his wife declared 37,500 lei salaries from TIVI Kids SRL and a donation of 81,500 lei from her father. At birthday parties, the family was offered 80,000 lei presents. The family also declared 2,000 lei incomes from the rental of a car and over 106,000 dividends from TIVI Kids SRL.

The candidate owns a lot within the built-up areas, which he purchased in 2012 for almost 160,000 lei. In 2016, the family was donated an apartment of over 230 square meters. The declared value of the apartment is over 991,000 lei. Ion Ceban also possesses a car made in 2017, which he bought the same year for over 455,000 lei.

“I daily travel by my electric scooter and feel the pulse of the city. I see the changes taking place. I’m satisfied with the new public transport that will soon further increase in number. I talk to the people and see their support. For me, it matters that together with the inhabitants of Chisinau and the team of MAN, we did a lot of things. We finish the building of the main arteries and of sidewalks, rehabilitate the older kindergartens and schools and build new ones. We modernize the municipal hospitals and outfit them with state-of-the-art equipment. One should thoroughly know the code of the city and monitor all the processes so that everything goes smooth. I’m glad that the inhabitants of the municipality already forgot about the unpleasant smell in the city. Comfortable life becomes a habit. It means that the MAN team acts correctly,” stated Ion Ceban.

As it was decided by draw, Ion Ceban of the National Alternativa Movement will be next to No. 16 on the ballot.
