The Cabinet approved the regulations on exceptional situations in the energy sector and the related action plan. The document includes a number of crisis scenarios and measures to prevent or mitigate their impact, IPN reports.
One of the possible scenarios concerns the shortage of fossil fuel supplies. In this case, the producers, at the request of the transmission system operator (TSO), will ensure the maximum increase of the production capacity. Measures to reduce or cancel notified trade capacities and export transactions will also be implemented.
The transmission system operator will request emergency aid from operators in neighboring countries, in accordance with bilateral agreements. The regulations on interruptions in power supplies in stages will be applied. These provide for the protection of priority consumers, such as medical institutions, kindergartens and schools, so that social services of major importance are not stopped.
Another scenario describes the overload of electrical grids due to the use of electrical devices for heating. In case of such a scenario, the authorities will apply measures to redistribute the loads in the grid, strengthen the low-voltage networks and implement demand management programs.
In case of damage to the electricity transmission infrastructure, measures will be taken to rapidly restore transmission lines and redistribute energy flows within interconnected networks, including through the use of capacities available through ENTSO-E.
The Republic of Moldova continues to be vulnerable from an electricity point of view, even though it has made significant progress, such as the building of the Iasi-Chisinau gas pipeline, synchronization of the electricity system with ENTSO-E and initiation of interconnection projects with Romania. The internal production capacity covers only 23% of the right bank's needs, and 70% of the electricity consumption depends on the supplies from MGRES power plant. Also, the technical import capacity guaranteed by ENTSO-E is limited to only 315 MW, which is insufficient to meet the total demand.
Ongoing interconnection projects, such as the 400 kV Vulcănești-Chisinau and Balti-Suceava lines, will improve the situation, but they will not be completed by the end of 2025, the Ministry of Energy said.
