International Civil Aviation Organization should have subsidiary office in Moldova, opinion

A subsidiary office of the International Civil Aviation Organization (ICAO) should be opened in Moldova. Thus, the state could rely on the experience of other countries that have advanced in the civil aviation area. This would allow to widely apply new technologies in aviation, attracting numerous global aviation organizations into Moldova. This is the opinion of Alexei Rogov, national observer at ICAO Air Navigation Commission, also the chair of the Global Aviation Forum.

Within the framework of a press conference at IPN, Alexei Rogov stated that he has been working in the field of civil aviation since the 1990s, when he participated in the creation of the national aviation system. He worked then for a private airline company and in 2000 left for Canada. In last years he became a national observer from Moldova at the Air Navigation Commission of ICAO, which has its head office in Montreal, Canada. The basic function of ICAO is to create the global legislative basis in the field of civil aviation. Also, the organization assists the states that want to implement aviation modernization projects.

Moldova became a member of this organization in 1992, having the right to vote and being one of the 193 states active within ICAO. "We could be the initiators of attracting one of the subsidiaries branches of this international organization into Moldova. This would have a major impact on the huge progress of civil aviation and the entire national economy, " noted the chair of the" Global Aviation Forum.

According to him, at countries’ initiative, so far numerous regional branches have been set up. “ICAO has a program in Montreal that includes 147 courses in different fields. And upon opening a subsidiary office in Moldova, we could have a pilot project - a training center for the entire Eastern Europe, here in our country,” Alexei Rogov explains.

Also, the leader of the association believes that in Moldova an aviation hub could be created, based on the latest global technologies in the field of international civil aviation. In addition to developing the educational aspect of civil aviation, the establishing of the hub would contribute to job creation, allowing the integration of the national aeronautical industry into the global mechanism of regional and global aviation processes and progress.

The National Observer within the ICAO also said that he sent the necessary requests concerning his proposals to the relevant state agencies, including at country's leadership level.
