The obligatory system of civil liability insurance for motor vehicles comes into force for Transnistrian drivers on June 1. In a communique, the Reintegration Office says this will make possible the payment of insurance to those involved in road accidents by insuring the financial responsibility of the guilty driver. This is an absolute novelty in the region. So far, the drivers of units of transport with Transnistrian license numbers travelled without insurance. This made the recovery of the damage caused by these almost impossible, IPN reports.
The system is introduced by the Transnistrian administration following the negotiation of a framework mechanism of cooperation between the insurance agencies from both sides of the Nistru River in the area of mandatory civil liability insurance, which was approved by the political representatives of Chisinau and Tiraspol Victor Osipov and Nina Stanski on May 8. The mechanism will be implemented by the operators working in the field – the Transnistrian administration authorized one company (Universalinie Strahovyie Sistemy), while in the rest of Moldova, 11 companies signed this agreement and another three are examining this possibility.
The framework mechanism of cooperation between the insurance agencies solved the problem of dual insurance for units of transport registered in Moldova that travel to Transnistria. Conditions were created for guaranteeing the right of motorists and injured parties to receive insurance in case of accidents, regardless of the place where the insurance policy was issued or where the accident occurred.
The mechanism was worked out by the sector working groups for motor vehicles and road infrastructure of Chisinau and Tiraspol, with the assistance of insurance agencies and professional associations and under the aegis of the key negotiators to the Transnistrian conflict settlement talks.
