Inhabitants of Durlești report illegalities in construction of residential complex

A group of residents of Durlești report illegalities in the construction of a 14-storey residential complex. In addition to the fact that the works create disturbance to residents in the area, the block is erected on a territory with a risk of landslides, they say.

In a press conference at IPN, the lawyer representing the interests of residents, Victor Panțîru, said that the illegalities start from local public authorities, which “do not respect the laws, do not respect the norms and the worst thing is that they do not respect the citizens”.

Initially, the company asked for an urban design certificate in 2023 and this indicated the construction of a residential complex with basement, semi-basement, plus ground floor or parking and 10 floors from the ground surface. Absolutely unclearly, under the building permit heading, the same lot and a residential complex with basement, semi-basement, ground floor and already 14 floors are indicated, noted the lawyer.

After the construction works began, citizens protested, called on the authorities to stop them, went to the State Chancellery, but all their demands were ignored. In February 2024, the Court of Appeals annulled the decision to issue the building permit and urban planning certificates. The mayor’s office issued an order to suspend the works and then it made a decision to suspend the suspension. In early March, they asked again the court to suspend the works, but the court has not yet pronounced on the issue.

Alexandru Musteață lives in the vicinity of the lot on which the complex is being built and says that in 2006, when he purchased the lot for building an individual house non it, the documents indicated that there are plots for gardens next to that lot. As it is an area with a risk of landslides, high-rise buildings there should not be allowed. 

The conference organizers said that they advertise and urge citizens to buy apartments in this residential complex, but no one tells them about the dangers. The authorities don’t do it either and don’t act appropriately, in the interests of the population. The people seek justice in court, but work on the block continues and the risks persist.
