In 2023, individual income tax will remain unchanged and flat at 12%. The Government endorsed the amendment proposed by the PAS lawmaker Radu Marian, which scraps the 18% rate for those who earn more than 1 million lei.
Parliament approved in the second reading the 2023 budget and tax policy. The act contains a series of measures to stimulate economic development, among which: the introduction of zero income tax for micro, small or medium-sized enterprises in case of non-distribution of net profit for fiscal periods 2023-2025; accelerated depreciation of investments for large enterprises; implementation of the concept regarding the refund of the VAT amount accumulated in the account starting from January 1, 2023; reverse charge of VAT on the import of services.
Also, the policy proposes measures to strengthen the revenues of local public authorities, in particular, of town halls, including through the redistribution of some taxes.
Also, the limits for meal vouchers are increased - from 35 lei to 55 lei and from 55 lei to 70 lei and the limit of fixed assets for which depreciation is calculated for tax purposes - from 6,000 lei at 12,000 lei.
The draft also aims to amend the Law on the unitary salary system in the public sector, in particular to increase the minimum salary from 3500 lei to 4000 lei. Through the project, the period for carrying out commercial activity based on the patent will be extended until July 1, 2023, and 100% of the proceeds from the road use tax will be allocated to local budgets in the form of general purpose transfers.
Also on Thursday, Parliament examined in the final reading the law on the 2023 mandatory health insurance funds, the 2023 social insurance budget, as well as the 2023 state budget.
The Bloc of Communists and Socialists walked out at the beginning of the meeting. They held a press conference where they accused that the government did not accept any amendment to the state budget. The Shor Party boycotted the meeting altogether.
