Igor Grosu: We have all chances to obtain opening of accession negotiations

Parliament Speaker Igor Grosu said the Republic of Moldova has all the chances to obtain the opening of accession negotiations with the EU towards the end of this year. According to the official, the final decision will be taken by the EU leaders depending on the results achieved in the implementation of the nine recommendations formulated by the European Commission and the political conclusions reached by the European chancelleries. Igor Grosu noted that the government tries hard to do the promised reforms, but in some of the areas faces the rigidity of the system that opposes the reformation, IPN reports.

The Speaker expressed his optimism about Moldova’s chances of having the accession negotiations opened. He said that some of the nine conditions put forward by the European Commission were fulfilled, while others are being implemented.

“We have all the chances to obtain the opening of the accession negotiations. But I ask all the mates from Parliament and the Cabinet not to relax. There are two components. There is the bureaucratic part to assess if we have a functional Superior Council of Magistracy, if laws are adopted, if criminal cases reach court. Within the second component, which is political, we must argue why we need more time and explain that the system is rigid, that the Assembly of Prosecutors failed on its first attempt. It is important to explain this. The final decision will be based on the done reforms and on the political conclusions. I believe and hope that a positive decision will be taken, but it depends on how we do our homework,” Igor Grosu stated in the program “Black Box” on TV8 channel.

To ensure the functionality of the Superior Council of Magistracy, on Thursday Parliament named two more Council members. These are Lucia Popescu and Iulian Muntean. The Speaker said the government demands that the new SCM should promote professional and upright judges and should punish those who take illegal decisions.

“It is a start. It is good that they are active. We had discussions with members of the SCM. It is the first time that we discussed with representatives of the guild. They told us about their problems, including the low salaries of judges and clerks. I told them that they need to mobilize and promote the best one from among the judges, while those who take incorrect decisions should be removed through the agency of the instruments they possess. Everything should be in accordance with the law. We have perpetual cases. I asked them what amendments should be made to the law for such interminable situations to no longer exist,” stated Igor Grosu.

Under the legislation, the Superior Council of Magistracy consists of 12 members. Six of them, who are non-judges, are appointed by Parliament by the votes of three fifths of the elected MPs.
