Igor Dodon will not promulgate Law on NGOs. “This Ping-Pong can last very long”

President Igor Dodon said the law on NGOs is “interesting, contradictory and in its current version definitely does not match Moldova’s interests”. According to him, the Socialist parliamentary group will not vote it in Parliament and if this law is passed by the legislative body by a miracle, he will not promulgate it, IPN reports

In the program “President Responds”, Igor Dodon said the law was given a first reading at the time of the Filip Government. Currently, everyone, the opposition and the foreign partners insist on the adoption of this law in the final reading. In the proposed variant, the law enables the NGOs to provide services for political parties and to access financing from outside. This way the NGOs can help the parties in their political activity without the latter reporting incomes, which means involvement from the outside in the political life of the Republic of Moldova.

“Our opponents say that if we do not adopt this law, we will not receive financing from the EU. In such conditions, we do not need financing,” stated President Dodon.

He added that if the coalition partners of the Socialists adopt this law, they will violate the coalition agreement and if the law passes Parliament, the agreement will be terminated.

Igor Dodon noted that “this Ping-Pong can last very long”. The Speaker of Parliament has 20 days to send the law for promulgation and the President has 15 days to promulgate it. The law can be then returned to Parliament and the process can thus last for several months.

The MPs of the PAS group of the ACUM Bloc yesterday asked to call a Parliament sitting for May 29 so as to adopt a number of bills needed for accessing the EU macro-financial assistance, including the Law on NGOs.  The group’s chairman Igor Grosu said about a week remained for satisfying the conditions for obtaining the second tranche of the macro-financial assistance. If the conditions are not fulfilled, Moldova risks losing 600 million lei in macro-financial assistance.
