Igor Boțan: CC judgment of February 23 is only correct solution for overcoming political crisis

The Constitutional Court’s judgment of February 23, by which President Maia Sandu’s decree to nominate Natalia Gavrilița for premiership the second time was invalidated, is the only correct solution for overcoming the political crisis, Igor Boțan, the standing expert of IPN’s project, said in the public debate “PSRM and PAS, two parliamentary groups on which overcoming of political crisis depends. Why is communication between them locked?

“The President of the county noted that the situation in the Republic of Moldova is not normal. To remain on the constitutional path, Maia Sandu said that she pleads either for snap parliamentary elections or for a referendum if her dismissal is initiated,” stated Igor Boțan.  

He noted the parliamentary groups of the PSRM and PAS cannot come to terms because one of the parties changed its opinion about the snap elections. “The PSRM since November 2019 had pleaded for snap parliamentary elections, but at the start of February2021, the PSRM proposed investing a transitional government. The PAS does not agree with this. Earlier, all the parliamentary groups said they want snap legislative elections,” stated Igor Boțan.

According to him, the PSRM acted correctly today, February 24, when it invited the parties to a dialogue. At the same time, the PAS said the best solution for triggering snap elections is for the Socialists to renounce the parliamentary majority that involves the Shor Party.

Igor Boțan made reference to the position of a former constitutional judge, who stated his opinion in a previous debate at IPN. This said that the notion of “transitional government” is an aberration and something like this is not specified in the Constitution. “It’s not clear what color this transitional government will be. Maia Sandu is afraid the new transitional government could jeopardize the dialogue with the foreign partners. 2/3 of the period of 90 days for reaching snap elections passed. Maia Sandu does not understand the Socialists’ position as regards the snap elections and her communication on the issue is frail,” stated the expert.

Igor Boțan called on the citizens who want care to influence the behavior and communication between the political players to take an active part in sociological polls, including those concerning political parties, and to also use the right to petition.
