The Moldovan citizens get the right to vote at 18, including when they turn 18 on the election day, except for those deprived of this right in accordance with the law, such as persons with mental and psychosocial disabilities who are classified as incompetent by definitive court decision.

The Election Code provides that the citizens of the Republic of Moldova take part in elections by universal, equal, direct, secret and freely expressed vote. Participation in elections is voluntary. No one can exert pressure on the voters with the aim of making them take part or not take part in elections and on the expression by these of their free will.

The citizens of the Republic of Moldova who live outside the country benefit from full electoral rights, while the embassies and consular offices are obliged to create conditions for the people to freely exercise their electoral rights. The number and list of polling places that are to be established abroad is to be presented by October 4.

On September 13, the Central Election Commission announced that the voters written on the State Register of Voters total 3 237 072. In the parliamentary elections of November 2014, the main voter rolls included 2 800 827 electors, while in the local elections of 2015 - 2 814 262.
