The election process is monitored by national and international observers accredited by the Central Election Commission (CEC). The observers can continue to work in the second round of voting and in rerun elections.

National observers can be representatives of competent public associations of Moldova or representatives of electoral competitors.

International observers can be representatives of international organizations, governments of foreign states and foreign nongovernmental organizations as well as international electoral experts accredited only by the CEC.

The observers accredited by the CEC can monitor the election process all over the country and at all the polling places, while the observers accredited by the district electrical councils – only on the territory of the given constituency.

The accredited observers have the right to attend all the electoral operations and the meetings of electoral bodies, including on the election day, without intervening in the election process. These are to inform the head of the electoral body if they see irregularities.

The observers have access to all the electoral information and the reports compiled by electoral bodies. They can also photograph and film by notifying the head of the electoral body, without endangering voting secrecy and security. The national observers can also file challenges over the identified irregularities.

At the request of election runners, the district electoral council accredits by an observer for monitoring the elections at polling pace. The trustworthy persons can also be accredited as observers. 

So far the CEC has accredited 1,047 observers, 18 of whom are international. The accreditation process will end seven days before the elections.
