Of the 11 candidates who managed to collect the necessary signatures from voters, only one will take over the management of the country for the next four years. The decision will be taken at the polls on October 20. IPN News Agency provides a comprehensive description of each presidential election candidate, including their professional and personal background, held positions, declared income and property, as well as their promises for the future of the Republic of Moldova. Tudor Ulyanovski is an independent candidate for the office of President of the Republic of Moldova.

He was born on May 26, 1983 in Florești town. He is a career diplomat and former Minister of Foreign Affairs.

Between 2005 and 2014, he held a number of positions within the Ministry of Foreign Affairs in Chisinau. From 2014 to 2016, he served as deputy minister responsible for economic diplomacy, international economic relations and bilateral relations.

During 2016-2018, he held the position of Ambassador of the Republic of Moldova to Switzerland and Liechtenstein and Permanent Representative to the United Nations Office in Geneva and to the WTO.

From January 2018 until the resignation of the Filip Government in the summer of 2019, he served as Minister of Foreign Affairs and European Integration.

In his property statement for 2023, he indicated 220,000 Canadian dollars (2.83 million lei) salaries from Grasshopper Energy Canada. The candidate’s wife earned 42,000 Canadian dollars (542,000 lei) for legal services. His last year’s incomes also include child benefit: 100,000 lei in the Republic of Moldova and €5,400 in Romania.

The Ulyanovski family owns a 151-square-meter apartment bought in 2019, which is reportedly worth over 1 million lei. In the property statement, Tudor Ulyanovski does not indicate lots of land or cars. Instead, he declared a number of bank accounts opened in the country and abroad, with over 810,000 lei. The presidential candidate last year raised two loans of 300,000 lei each, with an interest rate of 5%, repayable by 2030.

In his message at the event to launch the presidential campaign, Tudor Ulyanovski said that, together with the team, he can build a prosperous Moldova. “The Republic of Moldova needs changes, new faces at the helm of the country, credible and competent people who care about the needs of citizens,” stated the candidate.

Ulyanovski also said that, immediately after he becomes President, he will appoint a presidential adviser responsible for monitoring the negotiations held by the Government with the EU.

The candidate promises quality education and healthcare, kindergartens, schools, universities and hospitals with modern infrastructure.


Being a father of three children, he says he is aware of the maintenance costs and the problems faced by parents. That is why a first initiative he will propose as President will refer to the provision of benefit to all children in Moldova up to the age of 18, by the model of Romania. The monthly amount should be 1,000 lei, the equivalent of €50. There is public money for the purpose, but it needs to be managed correctly and efficiently, says Ulyanovski.

The candidate noted that most of the kindergartens face an acute shortage and a massive exodus of staff due to very low salaries. Educators, caregivers and cooks migrate either to the private sector, where salaries are higher, or they go to work abroad. Tudor Ulyanovski believes that education employees must be supported not only through higher salaries, but also through tax exemptions so that they can cope with bills and everyday challenges.
