The rate of recording court hearings by audio equipment in the period between April 1 and June 30, 2014 rose by 6% compared with the first quarter of this year, shows the quarterly monitoring report No. 6 on the implementation of the justice sector reform strategy, produced by “Promo-LEX” Association and the Agency for Efficient and Responsible Government (AGER). The report was presented in a news conference at IPN.

Of the 300 monitored court hearings, 261 were recorded. Also, 252 hearings were held in courtrooms, while 48 in the offices of judges, which is generally a 6% increase.

The representative of “Promo-LEX” Association Pavel Postica said that the hearings attended by the observers were marked by solemnity. As regards ‘negative aspects’, attention was drawn to the amenities of the courts of law and the management of courts’ electronic platforms. It was established that the situation is the worse at the Chisinau Appeals Court, where there were identified a number of shortcomings.

As to the amenities in courts of law, a large part of the judges are partially satisfied with them. The lawyers and prosecutors are generally satisfied with the websites of the courts. Among people this figure is 25%.

Pavel Postica noted that within the monitoring they assessed how the institutions responsible for the justice sector reform strategy implemented the assumed actions. Thus, the Ministry of Justice, which is the key player in this process, implemented 61% of the actions, the National Anticorruption Center – 71%, the Prosecutor General’s Office – 50%, while the Ministry of the Interior – only 43%.

The monitoring included two basic elements: assessment of the implementation of the plan of action of the justice sector reform strategy and monitoring of court hearings. There were analyzed two categories of actions: actions that were to be implemented in the second quarter of this year and actions overdue by March 31, 2014.
