The head of Dubasari district Grigore Polichinski was arrested at the Chisinau International Airport when he was returning from a vacation from Turkey. The functionary is accused of abuse of power, causing of considerable damage to the public interests and abuse of power with serious consequences, IPN reports.
According to the Prosecutor General’s Office, in 2014 - 2016, in breach of the law, the head of Dubasari district ordered, in the absence of a decision by the Dubasari District Council, to delegate persons holding public posts in the Council to take part in a series of meetings abroad, the travelling costs of 83,000 lei being covered with funds from the local budget. He also signed two contracts to purchase legal assistance services to the value of 40,000 lei with a firm and illegally approved the list of employees of the district head’s office, divisions and subdivision of the District Council who were to have permanent access to the state secret, authorizing the payment of bonuses to the salary for keeping the state secret.
Grigore Polichinski is also suspected of signing contracts for purchasing goods to the value of 439,000 lei and authorizing steps that led to a rise by 1 296 lei in the monthly salary of the district head and by 1 100 lei in the salary of the district deputy head. After the arrest, searches were carried out at his home and in his office, but no relevant materials were found.
The Party of Socialists issued a press release, expressing its indignation at the arrest of Grigore Polichinski and describing the act as intimidation of the local authorities before the parliamentary elections. “This is not the only case when managers of the local public authorities are subject to pressure. As in the previous cases, they invoked the standard formulation “abuse of power” under which any action can fall,” said the party. Its administration insists on the immediate release of Grigore Polichinski and on the stopping of the pressure exerted on managers of the local public authorities.
