Government to elaborate Chisinau’s heating system development concept

The draft of Chisinau’s heating system will be elaborated in the near future and then forwarded to the Government for examination. The draft will be elaborated by a special group, created at the request of PM Vasile Tarlev, who presented it in a meeting regarding the Chisinau’s centralized heating system development. According to a press release of the Government, the Concept must include technical, organizational, legislative framework improvement actions as well as financially supporting the future changes. Tarlev emphasized the necessity of entirely and unconditionally ensuring all inhabitants from the municipality of Chisinau who are connected to the centralized heating system with thermal energy in the cold season of the year and according to him hot water will be delivered to consumers all around the year without interruptions. According to PM, a systematic tackling of all problems of JSC “Termocom”, the main supplier of thermal energy in Chisinau as well as counterbalancing the interests of the company and of the consumers. Dionisie Antocel, the administrator of JSC “Termocom” said that over the past years, due to the implementation of enterprise’s restructuring plan, adopted in 2001, the financial and technical-material state of affairs has significantly improved. In order to diminish production losses, repair works of the network are performed. As a result, the network losses decreased by 37% in 2001 and to 19.2% at present. At the same time, the production expenses diminished about MDL 200 mln annually. Also, the quality of services offered to the consumers has increased. However, Antocel says, that the wear level of the thermal networks is very high because the exploitation period of about 70% of the networks has expired long time ago. According to Antocel, the volume of payments for the services of “Termocom” is increasing. In 2005, the amount of payments for the delivered thermal energy reached 93%, compared with 72% in 2001. It is planned to reach 100% until the end of this year.
