Former representative to NATO criticizes new draft security strategy

The new security strategy drafted by the Supreme Security Council was recently proposed for public debates. In an interview for Radio Free Europe, Ivan Ene, former representative of the Ministry of Defense to NATO, commented on the new draft strategy, saying this looks like an encyclopedia of the problems of the Republic of Moldova, where there are enumerated too many useless things, IPN reports.

According to Ivan Ene, a strategy must contain three key elements: objectives, implementation ways or methods and the instruments. “There are enumerated too many objectives, to my mind, while the implementation methods and the instruments are absent. This makes life easy for the political class that should validate politically this document. I, as a citizen of this country, would like to see a very clearly formulated commitment in the strategy – what Parliament will do, what the Government will do,” said the expert.

Ivan Ene considers that if the financial resources allocated to this area are not increased, the security and defense system of the country will remain where it is now. “By the way, I do not understand the need to work out a military strategy, a national defense strategy and a military doctrine. All the three documents are enumerated in the strategy. I’m a military man and do not understand why we need all the three,” he stated.

Ivan Ene believes that the strategy should say it clearly that Moldova will make maximum use of what is provided within the NATO Partnership for Peace Program for developing the special forces and the government should pledge to gradually increase the allocations for the country’s security system.
