Dumitru Pulbere, former head of the Constitutional Court, says the Supreme Law doesn’t set a deadline for the election of the President of the Parliament. However, he told NTV Moldova that political parties have 15 days to form parliamentary groups, IPN reports.
The former constitutional judge stated that the Supreme Law doesn’t include such notions as a „coalition”, but only „parliamentary groups”. Nevertheless, it is still early to talk about them as the groups haven’t been formed yet. Pulbere admits that any kind of majority is possible in the Parliament, but doesn’t think it will be one created through luring of MPs from other parties.
He cited a statement from the EU High Representative for Foreign Affairs and Security Policy Federica Mogherini, which says that the EU cannot participate in the negotiations for the creation of a new parliamentary majority and a new government. According to Pulbere, this means the EU told Moldovan MPs to form any kind of coalition they want.

He also commented PDM’s proposal to offer ACUM the prime minister position in the next government. Pulbere said this not something forbidden in political debates and should be seen as a political statement: “Nothing prevents them from doing it”.
Political pundit Boris Sapovalov said that if ACUM submits a candidate for the Speaker of the Parliament and participates in the vote, then we can say a parliamentary majority has been formed. He also noted that the vote is secret, but the Socialists promised they would not vote separately but as a whole group. “If ACUM participate in the election of the Speaker, it is clear to me that we will have another Alliance for Integration headed by the Democrats”, argues Sapovalov.
Meanwhile, the pundit thinks President Igor Dodon’s speech at the first meeting of the Parliament is pretty predictable. He will most likely encourage the MPs to consider the interests of the state and the people. Dodon will talk about neutrality, stability, a balanced external policy, in short his usual agenda, expects Sapovalov.
