“First House 4”: Size of compensation depends on beneficiary’s salary

Within the fourth stage of the “First House” program, the size of the compensation provided by the state will depend on the beneficiary’s salary. This way, the state will cover 10% of the salary presented to the Tax Serviced for beneficiaries from the municipality of Chisinau and up to 15% for beneficiaries from regions, Ina Darii, head of the State Programs Service of the Ministry of Finance, was quoted by IPN as saying in the program “Issue of the day” on Canal 2 TV channel.

“Within the “First House 4” program, we aim to offer support for the costs related to home loans to salary earners from the private sector. The general conditions are similar to those for the First House 2 program, but a new condition is that the compensation will represent up to 50% and will depend on the calculated salary indicated by employers in the reports presented to the Tax Service,” stated the functionary.

Ina Darii said the price of the home should not initially exceed 600,000 lei. In the future, if additional financial resources are identified, the ceiling could be modified.

As at the other conditions, the functionary noted the persons’ contribution represents 10% of the price of the home. An applicant can raise a loan of at most 540,000 lei. The state pays up to 50% of the loan as part of the program. This compensation is transferred directly to the relevant bank account. Initially, for persons employed in the municipality of Chisinau the compensation will not exceed 10% of the monthly salary, whole for those working in regions – 15%.

Real estate agent Nicolae Zalizco anticipated that this program will be popular as it provides considerable support to young specialists working in the private sector. The people can buy a one- or a two-room apartment with the sum of  600,000 lei. “It is good that the state supports the young families first of all as the costs scare a lot the young people. Judging by the previous practice and experience within the other three stages, a lot of people will benefit at this stage as well,” stated Nicolae Zalizco.

He noted that about 25% of the homes bought in Moldova with loans were purchased through the “First House” program. “This is welcome as the people can now afford much more,” said the entrepreneur.

The governmental program “First House” was launched on the initiative of Prime Minister Pavel Filip on March 26, 2018. Until the end of the previous month, 2,282 young people and young families purchased their own homes through this program.
