Final vote for cancelling mixed electoral system

Moldovan citizens from abroad will be able to vote with their passport, identity card or military identity card at the parliamentary, presidential elections and national referendum. They will also be able to vote with expired passports. Today, August 15, the Parliament voted in the final third reading the draft law which provides for the annulment of the mixed electoral system and the return to the proportional system, IPN reports.

The integrity certificates have been excluded, being replaced by declarations on own responsibility regarding the absence of legal / judicial restrictions to run for or hold a public office.

On the election day and one day before the election, no electoral agitation shall be allowed. This provision does not refer to information that has already been posted on the internet or previously displayed posters.

In parallel with the annulment of the mixed electoral system and the return to the proportional one, deputies voted for the reducing of electoral campaign donation ceilings. The ceiling for donations into the "Electoral Fund" account for an election campaign is of six average monthly salaries for individuals and 12 average salaries for legal entities.

Cash donations are allowed up to three average salaries per economy while donations beyond this limit shall be made exclusively through banking operations.

The new provisions allow the citizens of the Republic of Moldova who have obtained their income abroad to make donations. In their case, donations may not exceed three average monthly salaries per economy.

The Parliament also amended the minimum threshold of representation as follows: 5% for a party, 7% for an electoral bloc and 2% for an independent candidate.
