Experts formulate suggestions for possible anti-crisis plan of new Government

The newly formed executive needs an anti-crisis plan with measures that will precede the actions of the government program, consider experts of the Independent Analytical Center “Expert-Grup”, who made a study entitled “What should a possible anti-crisis plan of the new Government contain”, IPN reports.

Asked to highlight some of the required measures, one of the authors of the study Veaceslav Negruta, ex-minister of finance, said the anti-crisis plan should derive from the radiography of crises. An independent entity should carry out a functional analysis of the public institutions and of the inspection bodies. The useless institutions or those with powers that overlap should be eliminated. The communication between institutions must be optimized and upright and competent persons should be promoted to the public service.

As regards the measures in the banking crisis, it is recommended that the World Bank should take the role of leader in the implementation of these measures. A program to remedy the situation in the banking sector should be worked out, based on the best international practices. The possibilities for the banks to interact with companies from risky or less credible jurisdictions should be removed. The second stage of the investigation into the stealing committed in the banking system should be launched immediately. The independence of the central bank must be strengthened and information should be presented about the utilization of the emergency loans provided to the three banks involved in the theft.

Among other measures, “Expert-Grup” enumerated the initiation of talks with the IMF for signing a new cooperation program and unlocking of the funds promised by the development partners for 2015, adjustment of the budget framework depending on the available financial resources and amendment of this year’s state budget, but not by the assumption of responsibility by the Government, but through the adoption of the necessary laws by Parliament.
