The behavior of the authorities show that these are not interested in recovering the money stolen from the three banks and there are many questions as to this bank fraud, expert of the Market Economy Institute Viorel Garbu said in an interview for Radio Free Europe. According to him, the bank fraud is used mainly at the political level to settle an old score and in the struggles between parties and is not deal with in the people’s interests, IPN reports.
The expert noted that the persons suspected of involvement in this case continue to hold office and are not held accountable. “We had a report presented by the company Kroll, which described the scheme. It could be used by prosecutors to solve this case, but it gathers dust on shelves. So, the authorities have no reaction,” stated Viorel Garbu.
According to him, the authorities stall for time so that the people of Moldova forget about the theft of the US$1 billion amid other problems and accept the idea that the money will never be recovered. “The financial problems are very difficult. Financial transactions can be performed during a short period of time so that it will be very hard to recover this money. Though Kroll traced the route of the financial resources stolen in Moldova, it’s very hard to put into practice a recovery mechanism at judicial level,” he said.
Viorel Garbu considers the authorities should take very well-grounded juridical actions, with well-trained lawyers who know the legislation as there are many jurisdictions through which the Moldovan authorities will have to go to get back the stolen money.
