The owners of apartments that have thermally insulated exterior walls will be exempt from paying the thermal energy intended to maintain the energy balance of the building. At the proposal of the Ministry of Energy, the Cabinet approved updates to the regulations on the provision and payment of communal and non-communal services. According to the authorities, the measure is meant to support citizens who invested in the improvement of the energy efficiency of homes, contributing to significant heat bill savings, IPN reports.

Also, the dwellers of corner apartments situated on the first and last floors will benefit from a differentiated calculation of thermal energy consumption, similar to the houses equipped with horizontal distribution systems. The regulations also specify how to calculate thermal energy consumption for common spaces, such as basements and technical floors.

In addition, all dwellers will be able to choose, together with homeowners’ associations or building managers, a personalized mechanism for distributing thermal energy consumption, adapted to the specific needs of each block.

“The approved amendments offer more flexibility in the distribution of costs for thermal energy and ensure greater transparency and clarity in the billing and consumption distribution processes. At the same time, according to estimates, the adjustments will lead to an average reduction of costs for disconnected apartments of about 12% in the municipality of Chisinau and 19% in the municipality of Balti,” said the Ministry of Energy.
