The European Network of Election Monitoring Organizations (ENEMO) was invited by the Central Election Commission to observe the 11 July Early Parliamentary Elections in Moldova. ENEMO has accredited seven international election experts and ten Long-Term Observers (LTOs). Four of the Core Team members are based in Chisinau, while other experts and all ten LTOs will work remotely. On the Election Day ENEMO’s IEOM will monitor voting and counting procedures at the polling stations throughout the country, IPN reports, quoting a press release.

ENEMO IEOM will issue Interim Report at the end of June, a Statement of Preliminary Findings on 12th of July and a Final Report two month after the elections.

According to Zlatko Vujovic, Head of the Mission: “Every election is important, but some are organized in critical times. These elections are organized in a key moment for Moldovan Euro-Atlantic integration. That brings with it a lot of tensions. Under these conditions, the role of ENEMO is even more important. Besides the fact that improvement of electoral processes, greater transparency of the governments and their accountability to the citizens, and respect of basic human rights and freedoms is the main aim of ENEMO, the specific circumstances of the country and of the upcoming elections make our presence here crucial. We are in Moldova to improve the transparency of the upcoming electoral process, assess its integrity and compatibility with international standards and domestic legislation, as well as provide recommendations for potential areas of improvement. We strongly hope that elections will be held in line with international standards and that, on that assumption, our presence here will help increase the trust of the Moldovan citizens in elections and state institutions”.

ENEMO’s engagement in Moldova over the years has been successful. The network has observed all elections held in the country since 2016 (Presidential 2016, Parliamentary 2019, Local 2019, Presidential 2020) and has been identified by both domestic and international stakeholders as a highly professional, impartial, and credible entity. Some of the recommendations of ENEMO over the years have been incorporated into law, and it will continue working with the Moldovan authorities, domestic civil society, international stakeholders, and others to further contribute to the democratization path of the country.

ENEMO’s IEOM to the 11 July 2021 Early Parliamentary Elections in Moldova is financially supported by the Delegation of the European Union, National Democratic Institute (NDI) and Embassy of the Kingdom of the Netherlands.
