Employers formulate proposals for improving activity of economic entities

The employers put forward three position documents designed to combat informal economy, improve the social dialogue and make the labor legislation more flexible. The documents that were presented on October 7 contain a set of policies aimed at reducing the shadow economy and informal employment and legislative recommendations for adjusting the labor legislation to the current socioeconomic context, IPN reports.

Chairman of the National Employers Confederation of Moldova Leonid Cerescu said the documents are to be submitted to decision makers. These were worked out following the signing of a memorandum between the Government and the Confederation after the Business Forum. “Today’s event is a follow-up to the activity of the National Employers Confederation that promotes the idea of creating more favorable working conditions for economic entities,” he stated.

As to the diminution of the shadow economy and informal employment, the employers suggested introducing a strict rule for limiting the rise in labor taxes during the next decade. According to the Confederation, this will be a positive signal for the formal economy as regards the authorities’ wish to do a clear reform in the area. The employers also proposed instituting a predictable and stable method of gradually increasing the ceiling on the taxable minimum, creating a one-stop shop for declaring all the taxes and simplifying the procedures for obtaining licenses, authorizations and other certificates.  

To better explore the potential of the social dialogue, the Confederation said the Government should review the policies that hamper the establishment of an efficient dialogue by allocating the necessary resources. The employers recommended adopting amendments to the law on the organization and functioning of the national, local and branch commissions for collective consultations and negotiations so as to introduce a half a year rotating presidency, and to the labor law so as to optimize the efficient and sustainable activity of enterprises, create workplaces and ensure appropriate social balance.
