The article forms part of a series that presents biographical data, information about the incomes, property and professional experience of the candidates for MP in single-member constituency No. 38 Hâncești.

The leader of the Liberal Party Dorin Chirtoacă is the candidate for MP of the Electoral Bloc UNION. He is under number 5 on the ballot. He is a jurist by profession and has a bachelor’s degree in law.

Dorin Chirtoacă graduated from the Law Faculty of the University of Bucharest and the French-Roman Law College of European Studies, the University Paris I Panthéon – Sorbonne.

In 2000–2003, he worked as editor and then as editor-in-chief of the program “Surprises, surprises” on TVR 1 channel of Bucharest. In 2003–2005, he was the project coordinator of the Helsinki Committee for Human Rights of the Republic of Moldova.

In the local elections of June 2007, Dorin Chirtoaca was elected mayor general of the municipality of Chisinau. In 2011, he was reelected to this post. In the local elections of June 14, 2015, he won the third term in office as mayor of Chisinau. On June 28, 2017, Dorin Chirtoacă was suspended from the post of mayor under a court decision in the case of parking places.

After the local general elections of October 20, 2019, he became municipal councilor on behalf of the Liberal Party.
 
Dorin Chirtoacă was awarded the Order of the Crown of Romania, Night class, by the Royal House of Romania (2013) and the Order of the Star of Romania, Officer rank (2014).

According to his property and personal interests statement, between January 1, 2018 and December 31, 2019, he earned over 236,000 lei salary at the Chisinau City Hall and more than 215,000 lei in party salary. In 2014, he came into possession of 0.6% of a piece of land of 0.30 ha estimated at over 525,000 lei.

In 2014, he inherited a house to the value of over 778,000 lei and three garages valued at almost 110,000 lei. In 2015, he bought an apartment that is over 70 square meters in area. He also owns an Opel car made in 1993, with the declared value of 28,000 lei, and has use of a BMW car made in 1997, with the declared value of 96,000 lei. Dorin Chirtoacă has two bank accounts with over 300,000 lei in them.

Dorin Chirtoacă, 41, is divorced.

The Central Election Commission set new parliamentary elections in Hâncești for March 15 after Democratic MP Alexandru Botnari renounced the seat of MP won in this constituency in favor of the post of mayor of Hâncești municipality that he secured in the November 3 mayoral runoffs.
