“The distraint levied upon the accounts of the municipal subdivisions is a form of bringing the Chisinau administration to its knees,” deputy mayor Mihai Furtuna says. He stated on Monday, February 2, at a staff meeting of the City Hall, that “this measure is illegal.” 21 accounts remain sequestered, Info-Prim Neo reports. Mihai Furtuna also added that the municipal administration is ready to pay SA Termocom 30 million lei per month to pay up the debt of 125 million lei and it is waiting for a reply from the Ministry of Finances on giving a loan of 80 million lei. Many direction chiefs are dissatisfied with having their accounts frozen, though they don’t have arrears to SA Termocom. Veaceslav Tarna, the chief of the General Direction of Transport and Communications, said he doesn’t understand why the accounts were frozen, as the heat supplier has debts of 176 thousand lei to the direction, while the direction’s debt to Termocom is more than 10 times lower – 11 thousand lei. Tarna said that sequestration doesn’t affect the traffic of the public transport in the meantime. Chief of the Architecture General Direction Vlad Modarca said that in December he paid up all the expenses for heating. The chief-architect complained of difficulties in the direction’s work, as the subdivision can’t make financial operations.” “I have already borrowed paper valuing 20 thousand lei,” Modarca said. Chief of the Juridical Assistance Direction Diana Gurschi said that the Executing Department disposed to levy distraint upon some flats of a block on Liviu Deleanu street. “The bailiffs go beyond their duties in this situation” Gurschi said, adding that all writes of the of the Executing Department, which stipulate levying the distraint upon some apartments, were sued. Deputy mayor Nistor Grozavu has informed that a sequester was made on a block of flats on Nicolae Milescu-Spataru, meant for the internally displaced people, and financed by the EBRD. Chisinau Mayor Dorin Chirtoaca stated that all these actions would be sued. The Justice Ministry has put under distraint the accounts of the local public administration at the end of January as a result of not paying the debts to the heat supplier. Many accounts managed by the City Hall’s administration and the accounts administered by the localities nearby Chisinau were frozen then. Now the municipality owes SA Termocom 125 million lei. 15 million lei from the budget account were transferred to Termocom a week ago.
