The “Moldova Noastra” Alliance (AMN) faction in the Chisinau Municipal Council (CMC) states that the actions of dismissing Chisinau City Hall employees represent a method of illegal accumulation of administrative resources for the electoral campaign. This statement was made at the recent session of the CMC, by AMN councillor Pavel Armasu, Info-Prim Neo reports.
According to the cited source, in the last two years all the deputy mayors have been dismissed, as well as 90% of the heads of municipal departments. In most of the cases the dismissals followed punishment from the City Hall leadership, particularly from former interim mayor Vasile Ursu. AMN claims that the majority of the dismissals were tendentious, groundless and elusive, and that in the last year the method of recruiting civil servants by contest has been neglected, which is actually a violation of the CMC Regulations. Municipal Councillors, who have the right to appoint, transfer or dismiss employees, have been discovering about the changes later. At the same time, the statement says, several officials endured to harassment and maltreatment, were demoralised and defamed, even if their guilt was not proved in court.
AMN qualifies the situation with the City Hall staff as “attempts to defame and humiliate civil servants”. “Ironically, PPCD also participates in this chase, although it had once gathered people under the flags of national conscience, which they traded for a deputy mayor office”, the statement says.
AMN faction requested the urgent summoning of an extraordinary CMC session, where the staff issue would be discussed. It also requested that the incumbent mayor present a programme on improving the work with the personnel, regardless of its political colour.
