Dinu Plîngău about accident at Termoelectrica: It is sabotage and damage to state budget

The Republic of Moldova daily sustains losses of millions of lei owing to the accident at Termoelectrica as the electricity shortage needs to be covered with purchases from the foreign market at a price that is five times higher, said the chairman of the Party “Dignity and Truth Platform” Dinu Plîngău after the party formally asked prosecutors to investigate Termoelectrica’s decision to select the Moldovan company Horus for rehabilitating one of its cogeneration units, IPN reports.

According to Dinu Plîngău, the accident at Termoelectrica causes considerable damage to the company’s’ budget. The cogeneration unit that broke down would have produced up to 80MW/h, but these amounts have to be now purchased from Romania, at an average price of €200 per MWh. This way, Termoelectrica daily sustains losses of about 7.5 million lei.

“The losses suffered now will be felt by the citizens in the future. The necessary energy is now purchased from the foreign market at a price that is five times higher. The Premier didn’t know about this accident. The whole administration of the Republic of Moldova was informed about it much later. The accident was kept on the hush. We can accuse the managers of Termoelectrica and the main decision makers of the Ministry of Infrastructure of abuse of office and of power. When the accident occurred, a government internal inquiry should have been launched and the administration of Termoelectrica should have been suspended. An inquiry cannot be conducted when the company’s managers hold their posts. A criminal investigation is necessary as this is sabotage and casing of damage to the state budget,” Dinu Plîngău stated in an interview with Radio Moldova.

The Party “Dignity and Truth Platform requested the Prosecutor General’s Office to determine how the company Horus was chosen for rehabilitating one of Termoelectrica’s cogeneration units after it recently became known that the unit suffered a major breakdown just two weeks after it had been put back into operation. The party suspects the deal with Horus was concluded illegally, with this company being favored not only by the administration of Termoelectrica, but also by officials of the Ministry of Infrastructure and Regional Development.

“When the bidding was held, Horus was winning together with a Russian company that is under dual international sanctions because it supports the war. We published an audio conversation with an employee of Horus, who says how the tender contests are fixed in the Republic of Moldova and that all the necessary agreements were being reached with decision makers in Chisinau for Horus to win the contest. It goes to tens of millions of euros paid by the state. The accident occurred in two weeks after that unit was repaired at enormous costs. This is either an intentional accident or sabotage,” said Dinu Plîngău.

Earlier, Deputy Premier Andrei Spînu said that an internal inquiry consisting of experts of the company and an external inquiry that involves representatives of the Security and Intelligence Service were launched into the accident at Termoelectrica.
