Digital “Green Card” Insurance: Key Regulations for Drivers

Starting November 1, 2024, the "Green Card" insurance certificate will be issued exclusively in digital format, with the paper version being gradually phased out. The National Bank of Moldova (BNM) previously announced that by the end of this year, drivers will be able to purchase the certificate only in digital format, which will be officially recognized internationally, IPN reports.

According to Secretary of State for the Ministry of Economic Development and Digitalization, Cătălina Plinschi, “Green Card” certificates issued in paper form before November 1, 2024, will remain valid until their expiration date.

“We have planned a two-stage implementation to ensure a transition period for both drivers with existing insurance certificates and public institutions. The first phase is a transitional period until December 31, 2024, during which the paper certificate will still be required. Digital insurance presentation is optional, allowing for a smoother transition. Starting January 1, 2025, the Green Card will only be presented in digital format. However, drivers may still print it, although emphasis will be placed on digital presentation,” said Catalina Plinschi.

From January 1, 2025, presenting the certificate in physical form will no longer be possible, as the digital document will be mandatory. Drivers will still be able to print the digital certificate, but it will be valid only in electronic format.

According to the BNM, the digitalization of the “Green Card” aims to simplify the acquisition process and enhance its security. “The transition to digital format will be facilitated by insurance companies and intermediaries, with the National Bank monitoring the entire procedure,” the BNM previously informed.

The “Green Card” certificate is an international document confirming that a driver’s vehicle is covered by mandatory civil liability auto insurance (external RCA) when traveling abroad.

The project to digitize the “Green Card” certificate was approved by the Government of the Republic of Moldova in September of this year, marking an important step in modernizing the country’s auto insurance system.
